About GovTech and ESTL

The Government Technology Agency (GovTech) drives the transformation of government digital services by focusing on citizens and businesses. It supports Singapore's vision of a Smart Nation by developing technology infrastructure and applications that facilitate collaboration and innovation. The Experimental Systems and Technology Lab (ESTL) is a GovTech engineering team embedded within the Ministry of Education (MOE), comprised of engineers, UX designers, and education officers who develop digital solutions to advance MOE's mission.

About the All Ears Platform

All Ears (AE) is MOE's custom data-collection platform tailored to its operational needs. Since its launch in 2022, it has been adopted by 337 schools, with nearly 177,000 forms created and over 11.5 million submissions logged. Unlike commercial alternatives, AE handles rostering, identity verification, response tracking, and integrates deeply with MOE's master data—making it uniquely suited and cost-effective.

AE is evolving from a forms tool to a critical information infrastructure connecting students, parents, teachers, school leaders, middle managers, and HQ with speed and minimal administrative burden. Its adoption is merit-based due to its utility.

Role Overview

As Senior Product Manager for All Ears, you will take full ownership of the platform's vision, roadmap, and evolution, shaping its future direction for MOE's large-scale environment. You will prioritize impactful opportunities, guide the product through discovery to delivery, and influence millions of transactions affecting schools and classrooms.

Key Responsibilities

  • Define and manage the vision and roadmap for All Ears, leading broad and ambiguous projects from conception through operation.
  • Identify major challenges and prioritize initiatives firmly grounded on data analysis to validate or discard ideas.
  • Continuously track and analyze platform metrics quarterly to inform and justify product decisions.
  • Base decisions on comprehensive user research, customer feedback, market insight, and competitor analysis, addressing risks from both technical and market perspectives.
  • Promote a culture emphasizing speed, simplicity, and agility, balancing rapid delivery with long-term technical considerations, and collaborate closely with engineers and designers to implement data-driven development.
  • Act as the primary intermediary between business leadership at HQ and the product team, facilitating coordination and stakeholder alignment.
  • Handle conflicts constructively, challenge existing procedures, and contribute to process improvements across teams and divisions.
  • Mentor junior colleagues, sharing experiences and fostering a learning-oriented environment.

Qualifications and Experience

  • Bachelor’s or Master’s degree in Computer Science, Software Engineering, or a related field, or equivalent experience.
  • Minimum 6 years of proven product management experience with end-to-end delivery of at least one complex product or platform.
  • Strong strategic and analytical skills capable of translating ideas into successful product launches.
  • Expertise in product discovery techniques including user research, requirement gathering, and prototyping.
  • Thorough understanding of product lifecycle management, Agile/Scrum methodology, stakeholder engagement, and roadmap development.
  • Proficiency in using data metrics to guide and justify product choices.
  • Excellent communication skills, adept at bridging technical and business language.
  • Experience mentoring junior team members.
  • Plus points for experience with large-scale/high-volume platforms, internal platform extensibility (SDKs/APIs), or work in public sector and education.
  • Strong personal attributes including initiative, communication, and adherence to sound professional values.
