Role Overview

The AI Strategy Office (AISO) spearheads the government’s transition to an AI-native state, enhancing the impact of all public officers, agencies, and services through AI. As Strategy & Planning Manager, you will be positioned at the intersection of policy, technology, and execution, transforming strategic goals into actionable plans and ensuring the rigorous management of diverse AI initiatives.

Key Responsibilities

  • Lead the annual and multi-year strategic planning for AISO, setting objectives, prioritizing programs, and driving effective interventions.
  • Conduct research and monitor trends in global AI developments, frontier models, computational strategies, emerging risks, talent needs, and governance methods.
  • Produce strategy papers, issue analyses, and position statements to promote AI adoption, capability growth, and investment decisions across the Whole-of-Government (WOG).
  • Translate complex technical, policy, and organizational matters into clear, actionable narratives for leadership and stakeholders.
  • Facilitate strategic discussions with internal teams, ministries, statutory boards, industry players, and academia to identify opportunities, risks, and ensure alignment.
  • Prepare and present materials, including presentations, briefing notes, and decision documents for senior leaders.
  • Shape and maintain the AISO operating model, overseeing planning cycles, meetings, reviews, communication rhythms, documentation, and decision-making processes.
  • Manage the strategic roadmap to ensure consistency and alignment across workstreams such as program delivery, governance, capability development, and sector adoption.
  • Apply structured frameworks to evaluate plans by value, readiness, risk, cost-benefit analysis, and interdependencies to support prioritization.
  • Set and manage Objectives and Key Results (OKRs), implement robust reporting, steering, and review cycles to monitor progress, impact, and risks.
  • Develop dashboards and reporting tools that provide leadership visibility into project status, bottlenecks, and dependencies.
  • Ensure effective governance, performance evaluations, and escalation procedures within programs.

Required Qualifications

  • Minimum of 8 years’ experience in strategy development, planning, management consulting, program management, public policy, or AI product strategy.
  • Exceptional analytical skills with ability to develop clear, concise narratives and explain complex concepts to influence diverse stakeholders.
  • Proficient communicator, adept at influencing without direct authority and negotiating with various stakeholders.
  • Expertise in PMO or portfolio management and familiarity with OKRs or similar frameworks.
  • Strong skills in stakeholder engagement and cross-functional collaboration.
  • Adaptable and agile in a dynamic, ambiguous work environment with shifting priorities.
  • Detail-oriented with a focus on clarity, structured processes, and disciplined execution.

Preferred Qualifications

  • Experience or knowledge in AI, digital government, technology policy, or public sector transformation.
  • Familiarity with Whole-of-Government or multi-agency operational environments.
