About the Role
The Government Partnerships & Engagement Group (GPEG) aims to cultivate an integrated government approach that enhances partnerships and engagement with citizens, empowering proactive contributions for Singapore's advancement. GPEG coordinates whole-of-Government (WOG) initiatives to promote effective public engagement and partnerships that reinforce policy robustness, public trust, and civic participation.
GPEG is composed of two principal teams:
- The Planning and Development team leads WOG public sector public engagement strategies, bolstering organizational capacity and capability among public officers.
- The Singapore Government Partnerships Office acts as a central gateway for parties wishing to collaborate with the Government, facilitating partner-government interactions and creating supporting resources.
Key Responsibilities
- Lead the digital transformation efforts for public engagement across WOG, leveraging technology to enhance agency stakeholder engagement and partnership management.
- Define and guide the strategic business direction and priorities for public engagement tools and systems, including reviewing and approving requirements for submissions to IT Development (ITD) teams and external vendors.
- Manage engagements with key agencies, address escalations, and ensure incorporation of agency feedback into business decisions.
- Prioritize issues during regular coordination meetings with ITD and vendors, maintaining agreed-upon service levels.
- Determine the scope of user acceptance testing (UAT) and deliver final business approvals prior to deploying changes to live systems.
Candidate Profile
- Minimum of three years' experience in digital transformation, product/system management, change management, or related disciplines, ideally within the public sector context.
- Proven track record managing technology products or enterprise systems involving coordination with IT teams, vendors, and across agencies at a WOG level.
- Experience in business process documentation, systems transition or decommissioning projects, and change management is advantageous.

- Excellent stakeholder and communication skills, capable of engaging effectively with diverse hierarchical levels and functional groups.
- Sound judgment for decision-making, adept at balancing multiple priorities and handling escalation situations.
- Competent project management abilities to oversee various workstreams and drive initiatives toward successful completion.
- Ability to work autonomously and collaboratively, including leading and motivating teams.
- Familiarity with agile or iterative product development methodologies is beneficial.
