About the Role

At the Resilience and Engagement Division (RED), we focus on bolstering social cohesion and fostering a strong loyalty towards Singapore through three main areas: building a robust and inclusive national identity, facilitating newcomers' adjustment to life in Singapore, and encouraging a culture of volunteering and philanthropy.

This role involves spearheading the design and execution of initiatives aimed at helping newcomers, including foreign professionals working in Singapore, integrate more deeply into the local community. The goal is for newcomers to gain a meaningful understanding of Singaporean values and everyday norms while providing opportunities to engage with locals. You will also collaborate with various stakeholders to report on integration progress in Singapore.

Key Responsibilities

  • Designing and implementing programme content, both digital and experiential, tailored to newbie integration goals; actively engaging with target users for feedback and needs assessment.
  • Coordinating with government partners and service providers to ensure smooth translation of user experience requirements into platform features and on-the-ground activities.
  • Overseeing project schedules closely to guarantee deliverables meet deadlines.
  • Tracking user interaction and operational outcomes to pinpoint enhancement opportunities and guide system upgrades.
  • Facilitating structured feedback sessions with stakeholders and users for continuous programme refinement.
  • Participating in committees that steer integration strategies and agendas.

Required Competencies

  • Expertise in conceptualising and crafting engaging interventions for newcomer integration through collaboration with internal and external parties.
  • Capability to implement and monitor comprehensive programmes (including IT aspects), efficiently managing resources to achieve goal alignment within set timelines and budgets.
  • Designing and overseeing evaluations to measure programme effectiveness with a focus on quality and timeliness.
  • Proficient project management skills to establish realistic timelines, regularly review progress, and recommend improvements in alignment with policies.
  • Analytical skills to apply data-driven approaches for policy and operational analysis, including simulation of programme impacts.
  • Strong critical thinking to distil complex issues and derive actionable solutions.
  • Clear and succinct written communication to express ideas effectively.

Experience

  • A minimum of three years in relevant roles involving the design and rollout of large-scale programmes.
  • Experience engaging in multi-agency government committees is advantageous.
