EL2 Director, Housing Australia Future Fund Unit

Role overview

Commonwealth Treasury is looking for an EL2 Director to head the Housing Australia Future Fund Unit and drive delivery of the Australian Government’s election commitment to create 40,000 new social and affordable homes through the Housing Australia Future Fund (HAFF).

About the team and purpose

Treasury supports the Australian Government’s housing agenda by helping Australians access homes that are safe, secure and affordable, while also backing the effective operation of the country’s housing and construction sectors. Within Treasury, Housing Group leads the legislative development, execution and administration of housing programs, along with oversight of major institutions in the housing system, participation in housing forums, and delivery of housing agreements.

Key accountabilities

• Provide policy leadership and oversight for HAFF Social and Affordable Housing Senior Debt, including the lending arrangements between the Commonwealth and Housing Australia.
• Direct the rollout and ongoing management of the HAFF and other priority work, including legislation, governance, and financial arrangements.
• Shape and manage intergovernmental funding structures, including the preparation of Federation Funding Agreements.
• Lead, coach and support a team of 8 to 10 staff within the delivery unit.
• Advise the Minister for Housing and the Minister’s office on practical implementation approaches and financing options that improve outcomes for the Commonwealth.
• Manage engagement with a wide group of senior stakeholders.
• Translate complex financial analysis and policy frameworks into clear communication for diverse audiences.

Desirable experience and capabilities

This role would suit someone with strong housing policy or program delivery experience and a solid grasp of the Australian Government’s housing agenda. The ideal candidate will bring sharp analytical and problem-solving skills, the ability to navigate complex issues, and the judgment to identify workable solutions. Experience influencing Commonwealth housing policy at a strategic level is highly valued.

Successful applicants should also be comfortable building and maintaining effective relationships with ministers and their offices, Housing Australia, state and territory governments, local government peak bodies, delivery partners, First Nations organisations, community stakeholders, and financial sector stakeholders. Additional value will be placed on experience in financial analysis, Commonwealth budget treatment and accounting, and the ability to manage a complex project portfolio to deliver results. Strong leadership, team development capability, and a capacity to model APS values in a demanding environment are also desirable.
