EL2 Director, Housing Australia Future Fund Unit

Role summary

Commonwealth Treasury is looking for an EL2 Director to lead the Housing Australia Future Fund Unit in Perth. This position is central to designing and delivering the Government’s commitment to create 40,000 additional social and affordable homes through the Housing Australia Future Fund (HAFF).

About the role

Treasury supports the Australian Government’s housing agenda by helping ensure people can access homes that are safe, secure and affordable, while also backing the long-term health of the housing and construction sectors.

Within Treasury, the Housing Group manages the legislative design, delivery and oversight of housing programs, as well as governance for important institutions in Australia’s housing system. The group also contributes to housing forums and the execution of housing agreements.

This EL2 Director position provides policy leadership and oversight for HAFF Social and Affordable Housing Senior Debt, including the lending arrangements between the Commonwealth and Housing Australia.

Key responsibilities

The director will guide the implementation of HAFF and other priority initiatives, ensuring they are delivered through the right legislative, governance and financial mechanisms. The role also involves shaping intergovernmental funding arrangements, including the development of Federation Funding Agreements.

In addition, the position leads a team of around 8 to 10 staff, provides advice to the Minister for Housing and the Minister’s office on practical implementation and financing approaches, manages engagement with a wide range of senior stakeholders, and explains complex financial analysis and policy frameworks to different audiences in a clear way.

Desired experience and capability

Treasurey is seeking someone with strong background in housing policy and/or program delivery, along with a solid understanding of the Australian Government’s housing agenda.

The ideal candidate will bring strong analytical and problem-solving ability, the confidence to work through complex issues, and the judgement to identify effective solutions. Experience influencing the strategic direction of Commonwealth housing policy is highly valued.

Success in this role also depends on the ability to build productive partnerships with ministers and their offices, Housing Australia, state and territory governments, local government peak bodies, delivery partners, First Nations partners, community stakeholders and financial sector stakeholders.

Experience in financial analysis, Commonwealth budget treatment and accounting, plus proven project management capability across a complex program of work, are also desirable. Strong leadership skills are important, including the ability to guide teams, build capability and demonstrate APS values in a demanding environment.
