About the Role

The Assistant Director - Head of Business Improvement for Capital Investments serves as a senior leader responsible for enhancing organizational efficiency, spearheading digital transformation, and promoting data-driven decision-making across the Capital Investments Division. This position involves leading efforts to optimize systems, streamline business processes, and develop a sophisticated integrated information infrastructure to support a capital portfolio valued at over 1 billion annually.

Key Responsibilities

The role demands hands-on leadership of Capital Investment managers and professional teams in transforming business processes, establishing data standards, and modernizing operations. The successful candidate will ensure cohesive and effective project team collaboration, senior leadership alignment, and coordination with external partners within an advanced and future-ready operating framework. Additionally, the position involves strategic supervision of Digital & Information functions, ensuring the deployment, governance, and continuous enhancement of Common Data Environments, project information models, and digital platforms at various program and portfolio levels.

Stakeholder Engagement

This senior leadership position requires extensive interaction with the Capital Investments Senior Leadership Team, the Irish Rail Executive Group, government funding agencies, senior government representatives, and industry collaborators to guarantee alignment, sponsorship, prioritization, and execution of the Capital Investments transformation strategy.

Essential Qualifications and Skills

  • Proven strong leadership capabilities with a vision to cultivate cross-functional collaboration and drive organizational culture change across multiple teams.
  • Outstanding interpersonal skills enabling credible communication at all organizational levels, including Executive Group, Board members, and external industry stakeholders.
  • Substantial experience managing and guiding matrix-structured teams through complex business improvement and transformation projects.
  • Expertise in managing a customer service-driven organizational environment.
  • Ability to manage stakeholder relationships effectively and maintain clear communication channels among diverse teams.
  • Capacity to perform efficiently in high-pressure, fast-paced settings.

Preferred Credentials

  • Advanced skills in change management, problem-solving, and decision-making.
  • Demonstrated success in motivating, managing, and optimizing team performance across multiple geographic locations.
  • Expert analytical and quantitative capabilities, with a track record of developing strategic solutions and fostering collaborative internal and external partnerships to achieve business goals.
  • Certifications related to project management, digital information management, or Common Data Environment (CDE) platforms.
  • Experience in formulating asset information strategies or leading Digital Twin initiatives.
  • Background working with government agencies, regulatory bodies, or funding institutions.
