Synopsis

The Commonwealth Treasury is looking for an EL2 Director to lead the Housing Australia Future Fund Unit. This position will drive the design and rollout of the Government’s commitment to help deliver 40,000 additional social and affordable homes through the Housing Australia Future Fund (HAFF).

About the Role

Treasury works to support an Australian housing system that allows people to access homes that are safe, secure and affordable, while also strengthening the broader housing and construction sectors. Within Treasury, the Housing Group is responsible for shaping housing legislation, overseeing program delivery and governance, supervising key institutions in the housing system, participating in housing forums, and supporting the delivery of housing agreements.

The EL2 Director, Housing Australia Future Fund Unit has overall responsibility for policy leadership and oversight of HAFF Social and Affordable Housing Senior Debt, including the lending arrangements between the Commonwealth and Housing Australia.

Key Duties

  • Direct the implementation and delivery of HAFF and related priority work, including legislative, governance and financial components.
  • Develop and manage intergovernmental funding arrangements, including preparing Federation Funding Agreements.
  • Lead, coach and support a team of 8 to 10 staff members.
  • Advise the Minister for Housing and the Minister’s office on practical implementation approaches and innovative financing options to achieve the best outcomes for the Commonwealth.
  • Manage engagement with a wide range of senior stakeholders.
  • Present complex financial analysis and frameworks clearly to different audiences.

Desirable Experience and Skills

  • Background in housing policy and/or program delivery, supported by a strong understanding of the Australian Government’s housing agenda.
  • Well-developed analytical and problem-solving abilities, with the capacity to work through complex issues and identify workable solutions.
  • Capacity to influence the strategic direction of Commonwealth housing policy.
  • Proven ability to develop and maintain strong relationships with ministers and their offices, Housing Australia, state and territory governments, local government peak bodies, delivery partners, First Nations partners, community stakeholders and financial industry stakeholders.
  • Experience in financial analysis, Commonwealth budget treatment and accounting.
  • Strong project management skills and the ability to deliver outcomes across a complex program of work.
  • Leadership capability in guiding teams, strengthening capability and demonstrating APS values in a fast-paced, high-pressure environment.
