Senior Legal and Regulatory Expert in the Energy Sector

Position Overview

NTU International A/S is preparing to support the EU-funded project "Technical Assistance for the Energy Transition Support Program in Benin (ATE)." The initiative aims to facilitate sector reforms, implement regulatory provisions, and strengthen governance in Benin's energy sector. Key activities include developing and operationalizing legislative and regulatory frameworks related to energy access, renewable energies, energy efficiency, and private sector engagement.

NTU International seeks a Senior Legal and Regulatory Expert specializing in the energy sector to contribute to legal, regulatory, and institutional reforms.

Key Responsibilities

• Analyze, review, and update the legal and regulatory frameworks governing the energy sector.
• Provide technical advice on regulations related to renewable energy, energy efficiency, rural electrification, and electricity access.
• Participate in drafting and revising sector laws, decrees, regulations, directives, and implementing texts.
• Ensure regulatory frameworks align with regional guidelines and international best practices.
• Advise public institutions on regulatory aspects concerning energy investments and institutional partnerships.
• Support regulatory framework development for independent producers, mini-grids, ESCOs, and self-generation.
• Assist in regulatory mechanisms addressing energy equipment quality and electronic waste management.
• Contribute to preparing legal briefs, regulatory opinions, comparative analyses, and strategic documents.
• Engage in institutional consultations and regulatory dialogue with sector stakeholders.
• Support training and capacity-building activities for beneficiary institutions.

Qualifications

• Master’s degree (Bac+5) in law, energy law, public law, business law, public services regulation, or a related field.

Professional Experience

• At least 10 years of overall professional experience in legal and regulatory matters.
• Proven track record in energy sector reform or infrastructure projects.
• Experience working on EU-funded projects or those financed by the World Bank, AfDB, AFD, GIZ, or other international donors.
• A minimum of 7 years specialized in energy regulation or legal reforms within the energy sector.
• Documented expertise in drafting regulatory documents and conducting legal analyses for the energy field.
• Strong familiarity with regulatory frameworks related to renewable energies, energy efficiency, and energy public-private partnerships (PPPs).
• Experience with electricity sector regulation and regulatory authorities is a significant advantage.
• Experience in Sub-Saharan Africa, particularly West Africa, is highly desirable.
• Background working in Benin or the ECOWAS region is an asset.

Language Requirements

• Fluent in French (oral and written) at minimum C1 level.
• Professional competence in English is an advantage.
