Senior Expert in Public Finance and Green Budgeting

About the Role

NTU International is preparing a proposal for the European Union funded project "Technical Assistance to the Energy Transition Support Program in Benin (ATE)", which aims to strengthen public governance and financing mechanisms that support the energy transition and national climate goals. The program provides support to public institutions to improve budget planning, monitoring of climate expenditures, and the integration of environmental concerns into public policies and energy investments. NTU International is seeking a Senior Expert in Public Finance and Green Budgeting to assist with budget management mechanisms and the integration of climate objectives into public finance in Benin.

Key Responsibilities

• Facilitate the integration of climate and energy concerns into public budgeting processes.
• Provide technical support on green budgeting, monitoring climate-related expenditures, and public financial management.
• Contribute to budget analyses and evaluations of public investments related to the energy transition.
• Support the development of tools and mechanisms to monitor climate and energy financing.
• Advise beneficiary institutions on climate-sensitive budgeting and results-based management approaches.
• Support reforms related to financial governance in the energy sector.
• Participate in drafting methodological frameworks, budget reports, and strategic recommendations.
• Assist in coordination activities with sector ministries, financial institutions, and technical and financial partners.
• Contribute to capacity building of public administrations on green budgeting.
• Monitor financial and budget indicators linked to the energy transition.

Educational Qualifications

• A university degree at Master's level (Bac+5) in public finance, economics, public management, finance, public policy, or a related field.

General Professional Experience

• At least 10 years of professional experience in public finance, budget management, or financial governance reforms.
• Proven track record in public sector reform or climate finance projects.
• Experience working on programs funded by the European Union, World Bank, AfDB, IMF, AFD, or similar international donors.

Specific Professional Experience

• Minimum 7 years of experience in public finance management or green budgeting.
• Demonstrated expertise in budget analysis, monitoring public expenditures, or climate finance mechanisms.
• Thorough knowledge of public budget management frameworks and climate-sensitive budgeting approaches.
• Experience related to the energy, environmental, or climate sectors is a significant asset.
• Experience in Sub-Saharan Africa, especially West Africa, is highly desirable.
• Experience in Benin or the ECOWAS region is an advantage.

Languages

• Excellent French proficiency both oral and written (minimum C1 level).
• Good professional English skills are an asset.
