Overview
NTU International is preparing a proposal for the European Union-funded project "Technical Assistance to the Energy Transition Support Program in Benin (ATE)", which aims to accelerate energy transition in Benin through sectoral reforms, sustainable investments, and strengthened energy governance. The program focuses on enhancing the economic viability of the energy sector, mobilizing public and private investments, and developing sustainable financing mechanisms for energy infrastructure.
NTU International is seeking an Expert Senior Economist / Financial Specialist to support economic, financial, and viability analyses related to reforms and investments associated with Benin's energy transition.
Key Responsibilities
- Provide support in economic and financial analyses of energy sector programs and projects.
- Offer technical assistance concerning the economic viability of energy investments and sector reforms.
- Participate in financial feasibility studies, cost-benefit analyses, and economic project evaluations.
- Contribute to the development of financial models and financing mechanisms for energy infrastructure.
- Advise beneficiary institutions on tariff issues, financial sustainability, and cost recovery mechanisms.
- Conduct macroeconomic and sectoral analyses pertaining to the energy transition.
- Identify investment needs and opportunities for public and private financing.
- Assist in preparing financial reports, strategic notes, and economic recommendations.
- Support dialogue activities with donors, financial institutions, and investors.
- Engage in capacity-building initiatives for beneficiary institutions regarding economic and financial analysis.
Educational Qualifications
Master’s degree (Bac+5 level) in economics, finance, energy economics, financial management, or a related field.
Professional Experience
General Experience:
- At least 10 years of professional experience in economic and financial analysis or infrastructure financing.
- Proven track record in energy, infrastructure, or public service projects.
- Experience with projects funded by international organizations such as the European Union, World Bank, African Development Bank, European Investment Bank, French Development Agency, or other donors.
Specific Experience:
- Minimum of 7 years specializing in economic and financial analyses applied to the energy sector.
- Demonstrable expertise in feasibility studies, financial modelling, or cost-benefit analysis.
- Strong understanding of tariff issues, infrastructure financing, and financial sustainability of utilities.
- Experience with public-private partnerships, green financing mechanisms, or energy investments is a significant advantage.
- Sub-Saharan African experience, especially in West Africa, is highly desirable.
- Experience in Benin or the ECOWAS region provides an added benefit.
Languages
- Excellent command of French, both spoken and written (minimum C1 level).
- Good professional knowledge of English is considered a plus.
