About the role

This newly established senior leadership position sits within People & Culture and reports to the General Manager. The role leads the organisation’s organisational development and learning function, shaping the employee experience, leadership practice, and the way support is delivered to disabled people.

You will drive an integrated programme that strengthens culture, builds leadership and management capability, and supports workforce development so that the organisation’s values are reflected in everyday behaviour and decision-making.

What you will work on

The role spans a connected portfolio across culture, capability, learning, and change. You will help create an environment where safeguarding, dignity, and respect are consistently demonstrated, while also lifting leadership performance and developing practical learning pathways for the disability support workforce.

Culture and values

  • Embed organisational values into behaviours, expectations, and decisions.
  • Improve psychological safety, ethical practice, and safeguarding.
  • Use staff feedback and engagement insights to continuously strengthen culture.

Leadership and management capability

  • Design and deliver leadership development programmes across all levels of the organisation.
  • Build managers who are confident in leading safe, effective, high-quality services.

Workforce development

  • Create clear career pathways for the support workforce.
  • Develop practical learning solutions that support growth on the job.

Learning strategy

  • Lead an organisation-wide learning approach aligned with values, safeguarding, and operational priorities.

Leading the team

  • Guide and develop the OD and Learning team delivering capability and learning programmes.
  • Support successful and sustainable change adoption through capability building and behaviour change.

Who this could suit

This position may suit a seasoned OD and learning leader who has led organisation development, learning, and business capability work; delivered culture and leadership programmes; and built solutions that are practical, accessible, and rooted in day-to-day work.

You should be comfortable working with both senior leaders and frontline teams, and bring strong facilitation, coaching, and influencing skills. A strong commitment to equity, inclusion, accessibility, and partnership with Māori and Pacific leaders is important.
