About the Role
NTU International A/S is preparing a proposal for the European Union funded project "Technical Assistance to the Energy Transition Support Program in Benin (ATE)" aimed at accelerating the energy transition in Benin, including the reduction of greenhouse gas emissions as outlined in the Nationally Determined Contribution (NDC). The technical assistance will support the implementation of the ATE program, sector policy dialogue, energy sector governance, financing mechanisms, energy access, energy efficiency, and renewable energy development.
We are seeking a Principal Expert Jurist specialized in the legal and regulatory framework of the energy sector and Public-Private Partnerships (PPP) to support analysis, revision, and strengthening of the legal framework for the energy sector and to provide legal support for reforms, contracts, and PPP-related mechanisms.
Key Responsibilities
- Analyze and interpret the existing legal and regulatory framework related to the community and Benin energy sector;
- Support the development and review of strategic documents, regulations, and standards in the energy sector;
- Ensure legal compliance of project activities with national laws, community directives, and EU regulations;
- Provide legal advice on contracts, licenses, and agreements with partners;
- Monitor legal developments related to energy and environment fields and recommend strategic adjustments.
Qualifications and Expertise
- University degree of BAC +5 level in law, preferably specialized in energy law, public-private partnerships, or a related field;
- At least 12 years of general professional experience;
- Minimum of 5 years of legal and regulatory advisory experience in sub-Saharan Africa;
- Ability to work effectively in a multidisciplinary team;
- At least 5 years of specific experience supporting energy sector reforms;
- Strong background in drafting regulatory texts related to renewable energy development, energy efficiency promotion, and/or off-grid electrification;
- Excellent knowledge of energy sector regulation;
- Fluency in spoken and written French is required.
