Overview
The Maryland Department of Housing and Community Development (DHCD) invites applications for the Community Engagement Associate role within its Housing and Building Energy Programs Division. Recognized nationally for its significant impact on affordable housing finance and community revitalization, DHCD administers extensive programs improving energy efficiency and housing support across the state. This full-time contractual position is located in Lanham, MD, and offers competitive compensation along with State employee benefits.
Key Responsibilities
- Facilitate statewide client engagement initiatives including identifying outreach opportunities and coordinating event logistics with frequent travel across Maryland.
- Support and deliver educational presentations and training to partner organizations, enhancing understanding of program advantages and application procedures.
- Establish and nurture ongoing relationships with community partners through proactive communication channels such as phone and email follow-ups.
- Compile, analyze, and report outreach and marketing data to inform program development and management decisions.
- Guide prospective clients smoothly through program entry by providing necessary application materials and connecting them with enrollment teams.
- Maintain up-to-date knowledge of DHCD energy programs and effectively communicate service benefits to stakeholders.
Minimum Qualifications
- High school diploma or equivalent certification.
- A minimum of three years' professional or administrative experience.
- Substitution options include 30 college credits per year (up to two years) or a Bachelor’s degree in lieu of experience.
- Military experience with relevant administrative staff duties may also be credited accordingly.
Preferred Credentials
- Bachelor’s degree in marketing, business, social studies, or a related discipline.
- Experience in marketing activities including market research, data analytics, customer engagement, and content creation.
- History of community outreach and partner engagement.
- Proven customer service skills.
Licensing
Must possess a valid Maryland motor vehicle operator’s license if job duties require driving.
Compensation and Benefits
The position offers hourly pay ranging from $30.28 to $32.78 with potential advancement up to $47.75 hourly based upon qualifications and experience. Initial offers usually do not exceed $30.78. Contractual employees working 30 hours or more weekly are eligible for subsidized state health benefits with employee-paid 25% of premiums. Additional insurance options are available at full employee cost. Paid leave accrues at one hour per 30 hours worked, capped at 40 hours annually after 120 days of employment.
