Position Overview
This role is centered on reviewing foster care, adoption, and guardianship cases to decide whether clients qualify for Title IV-E federal funding. The position serves as a Title IV-E Eligibility Specialist and helps ensure that all work complies with applicable federal laws, rules, and program requirements.
Grade and Work Location
Grade: ASTD14
Location of position: Department of Human Services, Social Services Administration, 25 S. Charles Street, Baltimore, MD 21201.
The job may be based at different local departments of social services throughout the state.
Key Duties
- Determine initial eligibility for children entering out-of-home care by using multiple systems, including CJAMS, BEACON 2.0, and SVES, to gather and verify the information needed for federal eligibility decisions.
- Reassess IV-E cases for children who remain in care for 12 months or longer to confirm continued qualification for federal funding under the Title IV-E program.
- Use knowledge of federal and state policies and procedures to identify eligibility for other funding sources, including Title II (SSA) benefits, Title XVI (SSI) benefits, Title XX (Medical Assistance), and adoption and guardianship subsidy funds, and document benefits in CJAMS.
- Gather, compile, and research case information needed to make accurate determinations on completed cases.
Minimum Qualifications
Applicants must satisfy all minimum and selective requirements to be considered and placed on the eligible list for hire. Please review the full requirements before submitting an application.
This position requires six years of experience. Of that total, two years must be in the administration of a human services program or in conducting studies and analyses of programs, procedures, practices, and organizations, with an additional four years of professional or technical experience in those same areas.
Substitutions
- A bachelor's degree from an accredited college or university plus two years of the required human services program administration or program analysis experience may replace the full experience requirement.
- Graduate-level study in a human services-related field may be substituted at the rate of 30 credit hours for each year of experience, up to a maximum of six years.
- U.S. Armed Forces experience as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes within the General, Administrative, Clerical, and Office Services field may be counted year for year toward the experience requirement.
Preferred Qualifications
- At least one year of experience applying eligibility rules or compliance standards in a human services or regulatory setting.
- At least one year of experience interpreting regulations or guidance for a social services or health benefits program.
- At least one year of experience reviewing, auditing, or evaluating case files or financial records to support accuracy, compliance, and quality control.
Selection and Examination Process

For current State employees applying through promotion, salary will be set according to State of Maryland guidelines.

For education earned outside the United States, proof of the equivalent U.S. education as determined by a foreign credential evaluation service is required before hire.
