Position Overview

This role functions as a specialist ensuring compliance with State and federal mandates under the Individuals with Disabilities Education Act (IDEA), focusing on education for students with disabilities. Responsibilities include investigating complaints, conducting site visits, drafting official response letters, and providing technical support to resolve conflicts between public agencies and families.

Key Duties

• Execute thorough investigations of complaints and perform onsite evaluations at public agency schools and administrative offices statewide to complete inquiries.
• Collect and analyze relevant data to facilitate complaint resolution, maintain complaint records and supporting documentation, and prepare reports.
• Research applicable laws and regulations to assess potential violations related to special education services.
• Communicate with involved parties and draft written findings and correspondence.
• Offer technical guidance to public agencies, families, and colleagues concerning complaints and IDEA-related matters.
• Coordinate with other division branches to maintain consistent communication.
• Keep up-to-date on case law and IDEA-related information, develop educational materials, and provide professional training opportunities.
• Support departmental activities including compliance reviews and any necessary follow-ups.

Qualifications

Education requirements include a Juris Doctorate, Master’s degree, or the equivalent of 36 post-baccalaureate credit hours in Education, Special Education, or a related field. Alternatively, a Bachelor's degree accompanied by six years of relevant experience may qualify. Completion of a Doctorate degree can substitute for one year of experience.

Four years of relevant administrative or teaching experience related to special education programs, complaint investigation, due process, compliance, student advocacy, or special education service delivery is required.

Military experience as a commissioned officer in relevant educational program classifications may substitute for experience and education requirements.

Selective and Preferred Qualifications

• At least one year of professional experience in evaluation, compliance monitoring, or related roles serving school-aged children with disabilities.
• Experience implementing special education laws, regulations, policies, and programs.
• Familiarity with complaint investigation procedures, due process standards within school systems, and data tracking related to complaints.
• Skill in addressing inquiries from educational bodies, school staff, parents, and stakeholders.
• Knowledge of early intervention and special education program laws and regulations.

Special Conditions and Requirements

Candidates must agree to undergo standard State and FBI (CJIS) background checks.

Selection Process
