About the Role

BEC Arabia is actively seeking an accomplished Senior Recruitment Specialist to join its Human Resources team in Riyadh. This vital position focuses on spearheading recruitment initiatives to attract highly skilled professionals for leading construction, infrastructure, and engineering projects spanning the GCC, aligned with the ambitious goals of Saudi Vision 2030.

Key Responsibilities

• Oversee the complete recruitment lifecycle including job posting, candidate sourcing, evaluation, interviewing, and onboarding processes.
• Design and execute innovative recruitment strategies tailored to attract experts within the construction, engineering, and infrastructural sectors.
• Work in close partnership with department leaders and project managers to assess staffing requirements and develop comprehensive job specifications.
• Ensure strict adherence to Saudi Labor Law, Saudization (Nitaqat) mandates, and other relevant regulatory frameworks.
• Leverage advanced recruitment platforms such as applicant tracking systems and professional sourcing tools to efficiently manage candidate pipelines.
• Build and sustain a diverse talent pool encompassing both domestic and international candidates to meet ongoing and future hiring demands.
• Track and analyze recruitment performance indicators to optimize hiring methods based on measurable outcomes.
• Elevate BEC Arabia’s employer brand through targeted marketing initiatives, collaborative partnerships, and participation in industry-related events and job fairs.
• Liaise with external recruitment partners to address specialized hiring needs or bulk recruitment drives.
• Provide mentorship and training to junior HR colleagues focusing on recruitment best practices and strategies.
• Remain abreast of industry developments, labor market trends, and emerging recruitment technologies to uphold competitive advantage.

Required Qualifications

• Bachelor’s degree in Human Resources, Business Administration, or a relevant discipline.
• At least 7 years of recruitment experience, including a minimum of 3 years in a senior or specialized capacity.
• Demonstrated success recruiting within construction, engineering, or infrastructure sectors.
• Comprehensive knowledge of Saudi Labor Law, Saudization (Nitaqat) programs, and GOSI regulations.
• Proficiency with LinkedIn Recruiter, Taleo, or comparable ATS tools.
• Strong communication, negotiation, and interpersonal skills.
• Proven capability to handle multiple vacancies concurrently and prioritize effectively in a dynamic environment.

Preferred Qualifications

• Master’s degree in Human Resources Management or related fields.
• Certifications such as SHRM-CP, CIPD, or equivalent professional HR credentials.
• Experience recruiting for large-scale Saudi Vision 2030 giga-projects or similar mega initiatives.
• Familiarity with green building certifications and sustainable development standards like LEED and Mostadam.
• Fluency in both English and Arabic languages.
