Position Overview
The University of Iowa Health Care Department of Nursing is looking for a dedicated HR Specialist to manage the complete recruitment lifecycle for both professional and non-professional nursing roles. This role demands expertise in sourcing, screening, interviewing, and hiring candidates, alongside knowledge of HR policies and recruitment contract management. Additionally, the specialist will be responsible for designing recruitment marketing strategies and coordinating recruitment-related events.
Key Responsibilities
- Collaborate with hiring managers to determine talent needs and provide hiring strategy advice.
- Establish and nurture relationships with internal stakeholders and external partners, such as senior leadership and third-party recruitment agencies.
- Employ various sourcing methods like social media, advertising, job fairs, and community outreach to enhance employer branding and recruitment efforts.
- Advise sourcing strategies aligned with Affirmative Action policies to secure a diverse and qualified talent pool.
- Proactively identify and engage nursing candidates through job boards, social networks, professional associations, universities, and nursing organizations.
- Develop and sustain talent pools for challenging or large-volume nursing vacancies.
- Use CRM and ATS software to efficiently manage candidate pipelines.
- Lead targeted outreach campaigns to attract active and passive candidates.
- Work alongside Marketing and Communications teams to promote the employer brand on professional and social channels.
- Represent the organization at career fairs, nursing school events, and professional networking occasions.
- Maintain strong partnerships with nursing educational institutions, community organizations, and associations to support talent pipeline growth.
- Manage job requisitions and create job postings and advertisements for new and vacant roles.
- Assist in drafting accurate job descriptions with hiring managers in collaboration with compensation and classification teams.
- Define role requirements, competencies, and selection criteria jointly with hiring managers.
- Screen and prequalify applicants ensuring they meet licensure, credentialing, and experience prerequisites.
- Conduct phone screenings and provide hiring recommendations.
- Coordinate interview scheduling, provide candidate feedback, and manage offer processes according to HR policy.
- Oversee assigned job searches and participate in interviews as needed, ensuring compliance with institutional policies and relevant regulations.
- Ensure strict adherence to federal and state laws throughout recruitment and hiring activities.
- Complete onboarding procedures including reference checks, background verifications, degree and license validations specific to the Department of Nursing.
- Maintain centralized records of reference checks.
- Generate and distribute compliance reports, monitor status, and address any issues.
Required Qualifications
- Bachelor’s degree in Human Resources Management, Business Administration, or a related discipline; or equivalent education and experience.
- A minimum of one year of human resources experience with recruitment responsibilities.
- Strong written and verbal communication abilities.
- Proficiency in Microsoft Office suite.
Preferred Qualifications
- Experience managing high-volume recruitment.
- Familiarity with applicant tracking systems.
- Background in healthcare recruitment or human resources.
- Professional in Human Resources (PHR) certification.
- Understanding of Equal Employment Opportunity and Affirmative Action guidelines.
- Knowledge of University of Iowa policies and procedures.
