Job Purpose

The role involves deploying assurance programs and tools to ensure the effectiveness of the anti-fraud strategy within QNB Group Compliance. The position focuses on fraud risk management excluding card fraud, aiming to prevent, detect, respond swiftly, and escalate fraud incidents appropriately. The incumbent also contributes proactively to fraud risk assessments and strategy enhancements.

Key Responsibilities

  • Develop and implement a fraud risk assessment framework across all business units, customer types, and locations.
  • Regularly evaluate fraud risk exposure to identify and mitigate potential schemes affecting the Group.
  • Validate the effectiveness of fraud control measures using key indicators and risk factors.
  • Design and support fraud prevention and detection techniques, ensuring ongoing monitoring and improvements in fraud rule performance.
  • Manage fraud rule administration, recommend new monitoring methods, and prioritize awareness initiatives related to fraud control for executive leadership.
  • Formulate annual anti-fraud plans focusing on high-risk areas utilizing a risk-based approach.
  • Collaborate with internal divisions, zones, branches, and third parties to confirm suspicious activities to minimize losses to customers and the Group.
  • Engage with Information Security teams to resolve issues and enhance the fraud management system.
  • Ensure compliance with all applicable laws, regulations, professional standards, and best practices including Qatari laws, QCB guidelines, UK and US fraud and anti-bribery laws.
  • Maintain service standards adhering to SLA agreements and provide timely, accurate information to auditors and regulators on fraud-related matters.
  • Support management in preserving fraud control infrastructure to reduce risk events and ensure appropriate fraud deterrence mechanisms.
  • Develop and maintain all Group policies on fraud prevention and detection, and assist in compliance plan development and policy updates for Board approval.
  • Monitor regulatory changes impacting compliance risk and timely adjust the fraud risk strategy accordingly.
  • Coordinate with the fraud investigations team on suspicious case follow-ups and outcomes.
  • Manage and update fraud awareness and training programs aligned with latest laws, regulations, and best practices.
  • Promote a corporate anti-fraud and anti-bribery culture within the Group through communication, training, and policy enforcement.
  • Conduct risk event tracking, fraud risk assessment updates, and implement controlling and preventive measures.
  • Participate in education and training efforts to ensure all employees understand compliance expectations.
  • Handle legal, regulatory, and risk framework responsibilities within the Group's compliance policies, including AML, CTF, sanctions, data protection, and whistleblowing.
  • Ensure compliance with the Three Lines of Defense model to monitor and manage fraud risks effectively.
  • Complete all mandatory training required by the Bank to maintain role qualifications.
