Job description
Role Overview
In the Higher Education Planning Office, this position contributes to shaping Singapore’s higher education and skills ecosystem. The role focuses on building strategies and policy directions that help meet economic needs while also supporting people’s aspirations and development.
Key Duties
- Lead the creation, execution, and periodic review of long-range strategies and cross-functional policy work in the higher education and skills space, including initiatives related to LifeSkills, digital literacy, internships, and education and career guidance.
- Work closely with a range of partners such as Institutes of Higher Learning and economic agencies to support strong socio-economic outcomes for both new graduates and working adults.
- Run internal corporate planning activities to set priorities, monitor progress, and assess short- and medium-term workplans so they stay aligned with sector-wide goals.
- Act as secretariat support for Political Office Holders and MOE senior leadership at external forums and whole-of-government engagements.
Role Nature
This is an individual contributor position rather than a people-management role. Candidates from all backgrounds, including those without prior work experience, are encouraged to apply.

- Strong written communication and quantitative analysis capability.
- Ability to build relationships, influence others, and work effectively with varied stakeholders.
- Experience or aptitude in operational planning for large-scale corporate events.
- Capacity to perform well independently as well as in collaborative settings.
- Sharp attention to detail balanced with sound judgment and perspective.
- Comfort switching between strategic thinking and detail-oriented execution.
