Job description
Position Overview
NTU International A/S is preparing a proposal for the European Union-funded project "Technical Assistance to the Energy Transition Support Program in Benin (ATE)", aiming to accelerate Benin's energy transition. This includes reducing greenhouse gas emissions as outlined in Benin's Nationally Determined Contribution (NDC). The program supports sector reforms, improved governance of the energy sector, better access to sustainable and affordable energy, and development of renewable energy and energy efficiency.
NTU International seeks a Senior Energy Policy Expert to assist Beninese authorities in implementing sector policies, energy reforms, and strategic dialogue within the ATE framework.
Main Responsibilities
- Support the development, updating, and implementation of energy sector policies, strategies, and action plans.
- Provide technical assistance regarding energy transition, renewable energies, energy efficiency, and electricity access.
- Contribute to political dialogue between Beninese institutions, the European Union, and technical and financial partners.
- Conduct sector analyses, institutional diagnostics, and strategic studies related to the energy sector.
- Assist in monitoring sector reforms and regulatory frameworks related to the energy transition.
- Help develop mechanisms encouraging private investment and public-private partnerships in the energy sector.
- Facilitate coordination among different energy sector stakeholders.
- Support monitoring of sector indicators, logical frameworks, and program performance.
- Contribute to the drafting of technical reports, strategic notes, and public policy recommendations.
- Participate in capacity-building activities for beneficiary institutions.
Education and Qualifications
- Master's degree (Bac+5) in energy, energy economics, engineering, public policy, environment, or relevant field.
Professional Experience
- At least 10 years of professional experience in the energy sector.
- Proven involvement in sector reform projects, energy governance, or energy transition.
- Experience working with European Union-funded programs or other international donors such as the World Bank, AfDB, AFD, or GIZ.
- Minimum 7 years of experience in energy policy development or implementation.
- Expertise in renewable energy, energy efficiency, or rural electrification.
- Strong knowledge of institutional and regulatory frameworks for the energy sector in West Africa.
- Experience engaging in political dialogue, institutional coordination, and monitoring sector reforms.
- Work experience in Benin or the ECOWAS sub-region is highly valuable.
- Experience related to green financing mechanisms, public-private partnerships, or private sector mobilization is advantageous.
Languages
- Fluent French (minimum C1 level) in speaking and writing.
- Professional proficiency in English is an advantage.
