Position Overview
The Registrar/Chief Operating Officer is charged with the overall management of the University's administrative framework, covering student administration, human resources, governance assistance, and compliance with regulatory standards. This role is pivotal in aligning institutional operations with the University's academic vision and strategic plans.
Primary Responsibilities
- Function as the chief administrative officer, providing counsel to the Vice Chancellor on governance and administrative issues.
- Offer secretarial services to the University Council, Senate, and other statutory bodies, ensuring accurate record-keeping and implementation of resolutions.
- Lead the creation, execution, and periodic evaluation of institutional policies, processes, and systems.
- Manage the upkeep of institutional records and formal documentation.
- Enhance communication across academic departments, administrative sectors, and top management.
- Oversee student admissions, registration, and enrollment aligned with university policies and regulatory demands.
- Maintain precise student academic records and transcripts.
- Coordinate examination management and graduation in partnership with academic units.
- Ensure provision of student services such as certification and documentation.
- Support Senate in enforcing academic regulations and student-centered policies.
- Manage Human Resources, encompassing recruitment, onboarding, performance reviews, and staff training.
- Maintain compliance with national labor laws and institutional employment guidelines.
- Advise on employee relations, disciplinary matters, and staff welfare.
- Facilitate workforce planning and staff capacity building in line with institutional expansion.
- Foster a culture emphasizing professionalism, ethics, and high performance.
- Ensure adherence to Higher Education Authority regulations and statutory requirements.
- Prepare and submit institutional reports as part of compliance and quality assurance.
- Assist academic departments with program accreditation and quality assurance efforts.
- Support governance frameworks and institutional policy compliance.
- Participate in formulating and executing the University’s strategic plan.
- Drive initiatives aimed at institutional growth and operational enhancement.
- Provide administrative leadership for major projects and reforms.
- Enhance institutional systems and governance structures in collaboration with management.
Qualifications and Experience
- Master’s Degree in Education Management, Human Resource Management, Law, Business Administration, Public Administration, or a related discipline from an accredited institution.
- At least 7 to 10 years of senior management experience in administrative roles.
- In-depth understanding of higher education governance, policy enforcement, and regulatory processes.
- Experience in human resources and institutional administration is advantageous.
- Applicants should be aged between 45 and 50 years.
