Programs Director, Family and Morale Welfare and Recreation (FMWR) NF-05

Overview

The Programs Director for Family and Morale Welfare and Recreation (FMWR) oversees a large Army garrison comprising several dispersed facilities. This leadership role entails comprehensive management and strategic direction for diverse FMWR programs including financial management, marketing, construction, child and youth services, recreation, business operations, and community services.

Responsibilities

• Lead and manage FMWR programs spanning Nonappropriated Funds Resource Management, Child and Youth services, Recreation, Community Business, and Army Community Services divisions.
• Develop mission objectives, plans, and policies ensuring alignment with Army standards and compliance policies.
• Manage resource allocation and monitor program financial performance ensuring effective and compliant use of funds.
• Oversee major projects ensuring timely integration and adherence to program goals.
• Represent the Garrison Commander on FMWR matters, acting as the principal advisor and technical authority.
• Provide administrative oversight including personnel management responsibilities across subordinate staff.

Qualifications and Requirements

• Minimum one year of specialized experience at a level preparing for FMWR Director duties with multiple program oversight.
• Proven leadership managing a medium to large profit-generating organization, including financial and corrective action experience.
• Experience leading HR functions and supervising personnel, including subordinate supervisors.
• Previous service as Director or Deputy Director FMWR for at least five years.
• Two years managing division-level programs such as community recreation, business operations, child and youth services, NAF support, or Army Community services, separate from Director role.
• Must possess or obtain a valid driver's license.
• Required submission of a Financial Disclosure Statement (OGE-450) upon entry and annually as per DoD regulations.
• Completion of pre-employment clearance including Tier 1 background investigation or higher.
• Subject to employment verification and a possible one-year probationary period.

• Direct deposit and social security card submission required upon appointment.
• This is an emergency-essential (E-E) position with continuous duty obligation during crises until properly relieved.
• Payment for Permanent Change of Station (PCS) authorized if deemed government interest.
• Eligibility for foreign overseas allowances such as Living Quarters Allowance, Temporary Quarters Subsistence Allowance, and post differentials according to Department of State regulations.
