Overview

This is a Management Service role that comes with the full benefits package available to Maryland state employees. The Maryland Department of Housing and Community Development is recognized for its leadership in affordable housing and community development, and the Division of Neighborhood Revitalization is seeking a highly organized, service-focused, self-driven team member with strong experience in community development, planning, financial oversight, and grant and loan administration.

Compensation

The position is graded at 23. The salary range is $104,519 to $126,308 per year, with possible growth up to $162,800 depending on qualifications, equity considerations, and hiring guidelines. Starting pay is based on experience, qualifications, and budget availability, and is generally not above $126,308 annually.

Location

The role is based at 2 North Charles Street, Baltimore, MD 21201, with occasional travel to the department headquarters in Lanham, MD. The work arrangement combines on-site presence with telework in a hybrid format.

Key Role

This leadership position is responsible for providing policy guidance and direction in community development. The Director oversees Assistant Directors, Program Officers, and Project Managers and helps carry out the Sustainable Communities designation program, which informs statewide investment decisions. The role also supports data analysis and research, historic preservation initiatives, policy and program design, and legislative work.

Minimum Qualifications

A bachelor's degree from an accredited college or university is required. Candidates must also have eight years of management experience in the community development field, including work such as stakeholder engagement, planning, development and implementation of community projects and programs, and administration of community development grant and loan programs. In addition, at least four years of supervisory experience or experience leading a team is required.

Substitutions and Notes

Relevant community development experience, including stakeholder engagement, project implementation, and grant or loan program administration, may be used in place of up to four years of the education requirement on a year-for-year basis. A graduate degree may replace up to two years of required experience at the rate of thirty credit hours for each year of experience.

Preferred Experience

Helpful background includes developing and carrying out reinvestment strategies for urban communities, administering grants for government or nonprofit organizations, and working in community planning or broader community development roles.

Selection and Examination Process

Applicants must provide enough detail to demonstrate that they meet the minimum qualifications. Unofficial transcripts, diplomas, or certifications are required to verify education or certification claims, and foreign credentials must be evaluated by an approved education review service before submission. Qualified candidates will remain on the eligible list for at least one year, and that list may be used to fill similar future openings. Final hires must show proof that they are legally eligible to work in the United States.

The department is not currently sponsoring new H-1B visas because of budget limitations. All applicants must already be legally authorized to work in the United States under the Immigration and Reform Control Act of 1986. Federal rules also state that H-1B sponsorship fees cannot be charged to the candidate and must be paid by the employer.
