Position Details
Grade: 20
Work Location: Maryland Department of Human Services, Talbot County Department of Social Services, 301 Bay Street, Unit #5, Easton, MD 21601.
Role Summary
This position provides executive-level leadership and administrative oversight for the Talbot County Department of Social Services Local General Administration unit. The role works closely with agency stakeholders and is responsible for setting standards, goals, and schedules across fiscal operations, front desk operations, and administrative services while monitoring priorities and evaluating overall effectiveness of staff and processes.
Key Duties
- Supervise, guide, and direct LGA staff to support stable operations and ongoing process improvement.
- Oversee automation work and ensure it follows all applicable rules, policies, and procedures.
- Administer the agency’s technology inventory, maintenance, repairs, and excess property handling for technology assets, and supervise security monitoring and the computer network specialist.
- Lead the agency’s fiscal functions to ensure compliance with federal, state, local, and departmental requirements.
- Manage audit activity and coordinate responses to audit findings.
- Handle annual fiscal closeout, payroll processing, and FMIS-related financial activity with appropriate security and internal controls.
Minimum Qualifications
A bachelor’s degree from an accredited college or university in Accounting, Finance, Business Administration, or a closely related discipline is required.
Candidates must also have four years of administrative staff or professional experience, including at least two years in a supervisory capacity. At least one year of the experience must involve one or more of the following: overseeing and coordinating unit operations, applying rules and regulations, or developing policies and procedures.
Preferred Experience
- One year of experience using accounting and finance systems such as FMIS, including budget development and monitoring in a government setting.
- One year of experience handling procurement, fleet, or facilities operations for a local department.
- One year of experience with business software such as Microsoft Office and Google Workspace, including AI tools like Gemini or Copilot; advanced Excel ability is an advantage.
- One year of experience leading compliance and regulatory audit work, including OIG-related activity and internal controls.
- Strong interpersonal, organizational, and leadership abilities.
- Excellent written and verbal communication skills.
