Job description
Position Overview
This is a two-year contractual role serving as a Program Administrator / SOR Regional Program Monitor for Maryland’s State Opioid Response (SOR) grant. SOR is a SAMHSA initiative focused on widening access to treatment and recovery support, strengthening prevention efforts in coordination with other federal work, and improving engagement in care through a chronic care model. Funding is provided to Local Behavioral Health Authorities, Core Service Agencies, Interagency and non-jurisdictional partners, and private organizations.
The role supports evidence-based treatment for opioid use disorder, including FDA-approved medications and psychosocial interventions, while also contributing to primary and secondary prevention strategies and stronger peer and recovery supports.

What You Will Do
This position provides statewide program oversight and monitoring for behavioral health services related to substance use disorder, opioid use disorder, and stimulant prevention, treatment, and recovery support. The work covers contracts, MOUs, Conditions of Award, Statements of Work, and Interagency Agreements with local authorities, agencies, colleges and universities, state entities, and community-based organizations.
You will carry out virtual and on-site site visits to verify that SOR-funded programs are delivering services as required. The position also includes program evaluation, data review, and reporting on effectiveness and impact. In addition, you will monitor implementation and fidelity of evidence-based practices, maintain a monitoring plan and fidelity checklist, prepare quarterly reports, confirm grant deliverables, track compliance with required performance measures, and address complaints or concerns connected to the project.
Experience and Education Requirements
A bachelor’s degree from an accredited college or university in nursing, social work, psychology, education, counseling, or a related discipline is required.
You must also have six years of professional experience in health services, including three years in addiction-related professional work involving treatment and services for people with alcohol or other substance addiction, and two years at a managerial or supervisory level.
Substitution Options
- A master’s degree or doctorate in a health or human services field may replace up to two years of the required general experience.
- A bachelor’s degree in another field may be accepted if paired with one additional year of professional health services experience in place of the stated education requirement.
- Qualified U.S. Armed Forces commissioned officer experience in health care administration or health services administration may be counted on a year-for-year basis toward both education and experience.
Preferred Qualifications
The ideal candidate will bring working knowledge of substance use disorder and mental health services, treatment approaches, evidence-based practices, and modern rehabilitation methods. Strong knowledge of program monitoring, planning, business and public administration, governmental accounting, budgeting, personnel administration, and public relations is preferred. Experience building and improving administrative procedures, assessing their effectiveness, communicating clearly in writing and verbally, and applying departmental policies and procedures is also desired.

Benefits
Contractual employees working for an agency covered by the State Employee and Retiree Health and Welfare Benefits Program, with a current contract and at least 30 hours per week on average (or 130 hours per month), may qualify for subsidized health coverage for themselves and eligible dependents. Employees pay 25% of medical and prescription premium costs, while the State covers the remaining 75%. Optional dental, accidental death and dismemberment, and life insurance are available at full employee cost.
Leave may be earned at one hour for every 30 hours worked, up to a maximum of 40 hours per calendar year.
