Overview
This full-time Procurement Officer role is based in the Dollo-Ado area of the Somali Region with Mercy Corps, a global organization committed to overcoming adversity and strengthening communities across more than 40 countries, including Ethiopia since 2004. Mercy Corps integrates development and humanitarian efforts, partnering with governments, academia, private sectors, civil society, and communities primarily in five Ethiopian regions and the capital.
Program Context
The officer will contribute to the DREAMS program, which targets improved livelihoods for 100,000 refugees and host community members over five years in the Somali region. DREAMS combines poverty graduation and Market Systems Development methodologies to help the poorest households exponentially enhance their income and sustainability.
Role Summary
The Procurement Officer will lead procurement operations aligned with organizational policies, donor criteria, and government regulations. Responsibilities include crafting and managing procurement strategies, issuing purchase documentation, ensuring compliance and ethical standards, supervising supplier relationships, and verifying quality standards for goods and services delivered to project sites under the DREAMS initiative.
Key Responsibilities
- Ensure procurement adherence to policies, donor rules, and regulatory standards.
- Select and evaluate dependable vendors.
- Negotiate contracts and terms for advantageous procurement deals.
- Maintain vendor relations to assure punctual deliveries and quality control.
- Manage purchase orders, contracts, and tendering procedures.
- Conduct transparent bidding and proposal assessments.
- Document procurement activities for audit trails.
- Monitor supplier performance and resolve compliance issues.
- Promote ethical procurement practices.
- Track expenditures against budgets in coordination with finance.
- Support procurement team with resources for enhanced process efficiency.
- Comply with Mercy Corps financial and programmatic regulations.
- Represent Mercy Corps standards in government and advocacy engagements.
- Commit to allocating 5% of work hours to organizational learning.
- Embed safeguarding principles and integrity standards into daily activities.
Collaboration and Reporting
This role reports directly to the Field Operation coordinator and closely collaborates with all program teams and finance departments. It emphasizes accountability to communities, partners, stakeholders, and adherence to international relief and development norms.
Qualifications and Skills
- Proficient in English communication, both written and spoken; knowledge of Somali language and local dialects is highly beneficial.
- Strong critical thinking, problem-solving, and stakeholder management abilities.
- Minimum of 5 years of experience in procurement and supply chain management.
- Degree in supply chain management, accounting, management, or relevant discipline, or equivalent experience.
- Demonstrated organizational and leadership capabilities.
- Experience working within the Somali region and familiarity with local cultural practices.
- Preferred experience with refugee and host community contexts in Dollo Ado.
- Proficient in Microsoft Office applications (Word, Excel, Outlook, PowerPoint).
- Ability to cultivate and maintain collaborative relationships with diverse partners including private, public, civil society, and academic sectors.
