Program Overview

The DREAMS program targets the improvement of well-being for 100,000 refugees and host community members in the Somali region of Ethiopia over five years. It integrates poverty graduation and Market Systems Development (MSD) approaches to enhance income and living standards among the poorest households, focusing on sustainable market access and business environment enhancement.

Position Summary

The Livestock and Crop Production Coordinator spearheads the DREAMS project’s integration of MSD and Poverty Graduation methods by leading planning and execution of livestock and crop production activities. The role promotes adoption of improved agricultural practices, facilitates market assessments, engages stakeholders, and aligns interventions with program goals by mobilizing both public and private sector investments.

Key Responsibilities

• Lead and organize livestock and crop production initiatives ensuring implementation of improved livestock management such as fattening cycles, animal health, and fodder utilization.
• Promote advanced crop production techniques involving irrigation, climate-smart agriculture, and soil fertility enhancement.
• Apply adaptive management to monitor and adjust market systems development progress within the DREAMS program, ensuring learning and strategic refinement.
• Formulate, implement, and oversee work plans covering priority and ancillary functions adaptable to evolving needs.
• Design and track indicators and milestones for monitoring outputs, outcomes, and impacts pertinent to market development within the graduation model.
• Strengthen market linkages at local, regional, and national levels fostering partnerships and collaboration.
• Supervise project officers during preparatory assessments, technical evaluations, project grant support, and compliance with Mercy Corps and governmental regulations.
• Maintain professionalism enhancing Mercy Corps’ credibility.
• Develop and revise training content for varied stakeholders.
• Coordinate cross-sector assessments with consortium members, particularly focusing on graduation model constraints and opportunities to leverage smart subsidies.
• Support team members with resources and constructive feedback promoting accountability and performance excellence.
• Ensure transparent financial management and compliance with donor and organizational policies.
• Build and sustain partnerships with consortium partners, sub-grantees, government bodies, donors, NGOs, and other relevant actors.
• Represent Mercy Corps at coordination forums consolidating strategic alliances and advocating program interests.
• Commit to organizational learning dedicating at least 5% of work time to personal and professional growth activities.
• Integrate safeguarding principles securing dignity and safety of program participants and colleagues, promoting open reporting culture for misconduct concerns.

Supervisory Role

Provides oversight to officers working across Bokolmayo and Melkadida refugee camps.

Qualifications and Experience

• Minimum 5 years of experience in animal husbandry and fattening protocols.
• University degree in Veterinary Medicine, Livestock and Animal Health, Agricultural Economics, Agro-business, Environmental Science, or closely related discipline; or equivalent professional experience.
• Strong organizational and leadership capabilities.
• Fluency in English with excellent report writing and oral communication skills; proficiency in Somali language is advantageous.
• Prior experience working within the Somali region and knowledge of local cultural contexts preferred.
• Experience engaging both refugee and host communities, especially in Dollo Ado, is a strong asset.
• Proven ability to foster productive collaborations across private sector, public agencies, civil society, and research institutions.
• Proficiency with Microsoft Office tools (Word, Excel, Outlook, PowerPoint).
