Role Overview

We are seeking a skilled compliance leader for the key role of Manager, Fair Conduct & Treating Clients Fairly (TCF) Compliance. This position is central to managing conduct risk, regulatory compliance excellence, and ensuring fairness for our customers.

Key Responsibilities

  • Lead the advancement of Rabobank New Zealand's Fair Conduct Programme (FCP) and the TCF framework.
  • Identify new conduct risks and enhance controls, processes, and customer outcomes.
  • Maintain compliance with the Financial Markets Conduct Act (FMCA) and Conduct of Financial Institutions (CoFI) regulations.
  • Deliver expert advice on conduct risk to the wider business.
  • Support regulatory reporting and licensing duties.
  • Engage with the Financial Markets Authority (FMA) on conduct-related matters.
  • Facilitate industry collaboration through organizations like the New Zealand Bankers' Association (NZBA).
  • Drive second-line monitoring and testing of controls.
  • Analyze trends relating to conduct, complaints, and risk indicators.
  • Provide insightful reports to executives, committees, and the Board.
  • Manage the annual Fair Conduct Programme review and secure Board approval.
  • Assist in developing and delivering conduct risk training.
  • Champion Fair Conduct and TCF principles internally.
  • Serve as a trusted advisor on conduct issues and assist Compliance Advisory NZ during peak periods or absences.

Candidate Profile

We are looking for a seasoned compliance expert who merges technical knowledge with strong influence and a genuine commitment to fair customer treatment.

Essential Experience

  • Minimum of eight years in banking, financial services, compliance, risk management, or regulatory roles.
  • Deep expertise in conduct risk management, compliance frameworks, and regulatory mandates.
  • Proven experience within second-line compliance or advisory functions.
  • Skilled in risk assessment, control testing, monitoring, and governance reporting.
  • Ability to cultivate strong relationships with senior stakeholders and regulatory authorities.

Qualifications

  • A degree in Commerce, Business, Economics, Law, or a related field.

Additional Valued Experience

  • Familiarity with New Zealand-specific banking and conduct regulations including FMCA and CoFI.
  • Experience managing Fair Conduct or TCF frameworks.
  • Understanding of retail, commercial, agribusiness, or wholesale banking sectors.
  • Experience in technical training development and delivery.
  • Knowledge of emerging compliance risks including ESG, sustainability, and climate-related regulations.
