Position Summary
The Junior Recruitment Specialist role involves managing the entire recruitment cycle for mission support, healthcare, IT, and operations roles within a government contracting environment. Responsibilities include creating and managing requisitions in the Lever Applicant Tracking System (ATS), sourcing candidates proactively, conducting phone screens, scheduling interviews, and maintaining accurate reporting. The specialist will also build and sustain candidate pipelines for upcoming projects and proposals, including contingent staffing.
Key Duties
- Collaborate with leadership teams to strategize workforce planning and proposal staffing.
- Handle full-cycle recruitment activities: intake, sourcing, screening, interview coordination, feedback collection, and offer management.
- Employ diverse sourcing techniques such as job boards, referrals, and specialized clearance communities to quickly assemble candidate shortlists for priority positions.
- Conduct structured phone interviews and competency-based assessments, documenting outcomes in Lever ATS for efficient decision-making.
- Develop and maintain talent pools for future opportunities and proposals, managing candidate engagement through targeted campaigns within Lever ATS.
- Support recruitment processes for cleared and public-trust roles by collaborating with security and HR teams on adjudication procedures.
- Provide hiring managers with weekly updates on recruitment pipeline status, time-to-slate metrics, and potential challenges.
- Promote an excellent candidate experience by ensuring timely communication, clear expectations, and constructive feedback.
- Ensure compliance with Equal Employment Opportunity (EEO) and Office of Federal Contract Compliance Programs (OFCCP) regulations, maintaining clean and audit-ready recruitment records and producing weekly key performance indicator dashboards.
Required Qualifications
- Two to three years of recruiting experience, preferably in-house, with exposure to VA, HHS, DHA, or federal health programs.
- Familiarity with recruiting for both technical and non-technical government contracting roles, including understanding federal contracting nuances such as security clearances, billable versus overhead roles, contingent offers, and rapid surge hiring.
- Strong sourcing skills, including expertise in Boolean search strings, LinkedIn Recruiter, and referrals management.
- Knowledge of EEO laws and OFCCP requirements.
- Proven ability to manage stakeholders effectively and prioritize tasks in a dynamic, high-pressure setting.
- Excellent interpersonal communication skills with a warm and professional demeanor to establish positive relationships with candidates and hiring managers.
- Self-motivated, energetic, and consistent in follow-through, ensuring stakeholders are kept informed.
- Positive and solution-focused attitude combined with a customer-service orientation.
- Team-oriented mindset with strong organizational skills and meticulous attention to detail.
- Capability to pass background checks and obtain necessary government security clearances.
- Bachelor’s degree or equivalent professional experience in recruitment.
Preferred Qualifications
- Hands-on experience using Lever ATS for requisitions, pipeline management, interview scheduling, offers, and analytic reporting.
- Experience with public trust adjudications or managing cleared candidate pipelines (Public Trust, Secret, Top Secret).
- Comfortable working with recruitment analytics and transforming ATS data into actionable insights.
