Position Overview
The Job Analysis and Classification Consultant will act as an impartial external expert responsible for assessing positions within the Harris County Sheriff's Office during the Classification Review Process. The consultant will utilize established job analysis and compensation methods to guarantee the classifications recommended are precise, fair, and well-substantiated.
Key Responsibilities
- Perform thorough, objective job analyses of positions requiring classification review.
- Assess duties, responsibilities, reporting structures, scope, and organizational impact of assigned roles.
- Gather and interpret data through document examinations, interviews, Position Description Questionnaires (PDQs), and onsite observations.
- Apply accepted job classification and compensation standards to assign appropriate classifications.
- Conduct benchmarking against comparable roles in other public sector entities.
- Develop written reports outlining findings, methodologies, and classification recommendations.
- Present results and proposals to the HCSO Classification Review Committee.
- Offer technical guidance on job analysis techniques throughout the evaluation process.
- Maintain neutrality, confidentiality, and professionalism throughout the project.
- Adhere to project timelines while delivering quality outcomes.
Required Qualifications
- At least five years of experience in job analysis, classification, or compensation consulting within the public sector.
- Preferably experienced with law enforcement, public safety, or government agency role classifications.
- Preferred certifications include Certified Compensation Professional (CCP), Professional in Human Resources (PHR/SPHR), or equivalents.
- Proven ability to function as an independent and objective third party in complex organizations.
Skills and Competencies
- Extensive understanding of job analysis methods.
- Knowledgeable in classification and compensation frameworks.
- Familiarity with Position Description Questionnaires (PDQs).
- Excellent analytical and organizational abilities.

- Supervisor training sessions (approximately two).
- Final summary report concluding Phase Two of the project.
Preferences
- Prior knowledge of Harris County compensation systems or countywide classification structures is favored.
Additional Information
- This is a full-time contracted engagement, generally scheduled Monday to Friday from 8:00 a.m. to 4:00 p.m., though hours may shift according to departmental needs.
- Work is conducted in a standard office environment with appropriate lighting, temperature control, and air conditioning.
- Applicants must undergo thorough background checks due to exposure to sensitive law enforcement information, with honesty required throughout the process.
- As a temporary role, this position does not offer employee benefits.
- Maximum work hours are capped at 40 hours per week.
