Overview

SEGULA Technologies, a global engineering firm active in over 30 countries, is forming a deployment team for a long-term rail and transport infrastructure project in Lusail, Qatar. We are looking for experienced HSE Officers/Safety Officers to ensure adherence to health, safety, and environmental regulations on this major project.

Role Summary

Reporting to the Project HSE Manager, successful candidates will be responsible for overseeing site operations to guarantee compliance with safety policies, preventing accidents, injuries and environmental incidents. The role demands close interaction with workers, supervisors, subcontractors, and management on-site.

Core Responsibilities

  • Execute and supervise the approved health, safety, and environment (HSE) plan, policies, and procedures on site.
  • Carry out daily inspections to identify unsafe behaviors, conditions, and environmental non-compliances.
  • Ensure all activities meet project directives, legal requirements, and international HSE standards.
  • Oversee monitoring of high-risk construction and railway operations, including but not limited to working at heights, excavation, lifting operations, confined space entry, hot works, electrical and machinery safety, rail and vehicle movements, hazardous substances, and COSHH compliance.
  • Verify implementation of control measures ahead of commencement of work.
  • Review and contribute to risk assessments, Method Statements, and Job Safety Analyses.
  • Monitor adherence to Permit-to-Work systems and site compliance levels.
  • Conduct HSE inductions for employees and subcontractors, and deliver safety briefings and awareness sessions.
  • Drive a positive safety culture throughout the project lifespan.
  • Investigate accidents, near misses, and environmental events, prepare reports and follow up on corrective/preventive measures.
  • Supervise waste management, pollution control, spill prevention, noise, and dust mitigation procedures.
  • Maintain accurate records related to HSE inspections, training, and permits.
  • Prepare routine HSE reports (daily, weekly, monthly).
  • Participate in emergency preparedness planning and drills; inspect emergency equipment regularly.
  • Support both internal and external HSE audits and inspections.
  • Take immediate action upon discovering unsafe conditions, including stopping work for imminent hazards.

Mandatory Qualifications & Experience

  • Hold a valid NEBOSH International General Certificate.
  • Have 3 to 5 years’ experience as an HSE or Safety Officer, preferably in construction, infrastructure, industrial, or transport sectors.
  • Demonstrated practical experience in site inspections, toolbox talks, risk assessments, and Permit-to-Work management.
  • Sound knowledge of applicable legislation and international safety standards.
  • Experienced in incident reporting, investigations, and corrective action tracking.
  • Proficient in English with strong communication, observation, and interpersonal abilities.
  • Skilled in Microsoft Office (Word, Excel, PowerPoint).
  • Able to perform under pressure in active construction environments and willing to work project-related shifts on-site.

Preferred Skills and Certifications

  • Experience on railway, metro, tramway, or transport infrastructure projects.
  • Previous involvement in GCC or Qatar projects.
  • IOSH Managing Safely, OSHA certifications, First Aid, Fire Warden, or environmental/incident investigation training.

Additional Details

The position is based full-time on-site in Lusail, Qatar, with an expected assignment duration of approximately 15 months from October 2026 to December 2027, depending on final project confirmation. Candidates must be ready to relocate and commit for the full term. Employment is contingent on medical fitness, document verification, client approval, and final project award. Compliance with site access and railway safety training is mandatory prior to commencing work.
