SEGULA Technologies is a global engineering firm engaged in supporting major projects across sectors including mobility, rail, energy, aerospace, automotive, and industry. Operating in over 30 countries, SEGULA delivers complex engineering, infrastructure, and transportation solutions worldwide. Currently, the company is assembling a mobilisation team for a long-term rail and transport infrastructure project located in Lusail, Qatar.
Role Summary
We are recruiting experienced Health, Safety, and Environment (HSE) Officers to uphold safety and environmental compliance standards on a significant rail and transport infrastructure assignment in Lusail. Reporting to the Project HSE Manager, these roles involve site-based, full-time work, interacting closely with workers, subcontractors, supervisors, and project management teams to enforce safety practices and prevent occupational hazards and environmental incidents.
Key Responsibilities
- Apply and oversee the project-specific HSE plan, policies, and procedures.
- Perform daily inspections on-site to detect hazards, unsafe behaviors, and environmental issues.
- Ensure adherence to project directives, relevant legislation, and international safety standards.
- Supervise high-risk activities such as working at heights, excavation and trenching, lifting operations, confined space entry, hot works, electrical and machinery safety, rail and construction vehicle movements, and the handling of hazardous materials in line with COSHH regulations.
- Verify control measures are in place prior to activities commencing.
- Contribute to reviewing and preparing risk assessments, method statements, and job safety analyses.
- Monitor Permit-to-Work systems and ensure compliance.
- Conduct safety inductions for employees and subcontractors.
- Lead toolbox talks, safety briefings, and awareness initiatives to foster a positive safety culture.
- Investigate accidents, incidents, near misses, and environmental events with comprehensive reporting and follow-up on corrective actions.
- Manage environmental controls including waste disposal, spill prevention, dust, noise, and pollution.
- Keep meticulous records of HSE inspections, training, permits, and prepare timely HSE reports.
- Participate in emergency readiness planning and drills; inspect emergency equipment to ensure functionality and accessibility.
- Support internal and external safety audits and inspections.
- Take immediate action to halt operations if unsafe conditions threaten personnel, property, or the environment.
Mandatory Qualifications and Experience
- Holder of a valid NEBOSH International General Certificate.
- At least 3 to 5 years of experience as an HSE or Safety Officer, preferably within construction, infrastructure, industrial, or transport projects.
- Proven ability to conduct on-site inspections, deliver toolbox talks, and perform detailed risk assessments.
- Strong knowledge of Permit-to-Work systems and management of high-risk construction activities.
- Understanding of applicable HSE legislation and international standards.
- Experience in accident reporting, investigation, and implementing corrective measures.
- Fluency in English with proficient skills in Microsoft Office applications (Word, Excel, PowerPoint).
- Excellent communication, observational skills, and ability to interact effectively in a dynamic site environment.
- Capable of working under pressure and flexible with project shift requirements.
Desirable Additional Certifications and Experience
- Experience working in railway, metro, tramway, or other transport infrastructure projects.
- Familiarity with projects in the GCC region or Qatar specifically.
- Certifications such as IOSH Managing Safely, OSHA, First Aid, Fire Warden training, or environmental/incident investigation courses.
Additional Information
This role is based in Lusail, Qatar, with a site assignment duration of approximately 15 months (October 2026 through December 2027), pending final project confirmation. Candidates must be ready to relocate and commit to the full assignment term. Employment is subject to successful completion of medical exams, site-access credentials, railway safety training, and approvals from the client and project stakeholders. Three HSE Officer positions are available.
