Role overview
This position supports the HR function across learning and development, site recruitment, personnel administration, employee lifecycle processes, and selected fleet-related administrative work. The role is based in Singapore and works closely with the HR Manager, project managers, and other internal stakeholders.
Training and development support
- Support the HR Manager in preparing the organisation’s annual training plan.
- Use Oracle NetSuite to track employee training participation and progress throughout the year.
- Coordinate mandatory BCA core skills training, including CSOC and CoreTrade, and make sure yearly CoreTrade renewal and related training obligations are completed on time.
- Handle grant and funding applications for training programmes that meet eligibility criteria.
- Review and revise HR management procedures whenever there are changes.
- Keep training documentation complete and up to date.
Recruitment and site staff administration
- Manage the recruitment and selection workflow for site-based employees in line with the current hiring process and in coordination with project managers.
- Recommend improvements to hiring processes so they remain efficient, practical, and thorough.
- Carry out administrative work connected to the onboarding of new site staff, including BCA worker verification, security bond purchase, appointment letter drafting, staff access pass processing, medical examination arrangements for work pass holders, and assistance with bank account opening.
- Support PPE issuance by ensuring the store supervisor returns the item collection form to HR after distribution.
- Guide project managers on recruitment matters by checking prior employment records on WPOL and reviewing CoreTrade or multiskilling status in CWRS.
- Make sure recruitment practices for site staff comply with local legislation and fair employment standards.
- Handle offboarding tasks for site staff, such as return flight booking, collection of access cards, work permit return, and work pass cancellation.
Personnel administration and benefits
- Maintain employee records and protect the confidentiality of all personnel documents.
- Update employee information in the HRIS and keep individual personnel files current.
- Carry out random attendance checks and look into the reasons for absences or overtime claim discrepancies among site staff.
- Process work pass applications, renewals, and cancellations for site staff.
- Manage renewals for site staff and ensure any salary increments are properly approved by project directors, submitted with performance appraisals, and aligned with compensation and benefits policy.
Additional HR and administrative work
- Update records relating to vehicle repairs and petrol expenses.
- Track vehicle COE expiry dates, insurance renewals, and road tax purchases for the company fleet.
- Keep vehicle details current in the fleet management system.
Requirements
- A diploma in Business Studies, Administration, Management, Human Resource Management, Psychology, or a similar discipline is preferred, though Nitec graduates may also be considered.
- Applicants with relevant HR experience and a different educational background are welcome to apply.
- A genuine interest in human resources and a people-first attitude are important for this role.
- Strong written English and clear communication skills are essential.
- Ideally, candidates should have 1 to 2 years of relevant work experience; however, diploma holders with limited experience may also be considered.
