Health Sector Specialist

Position Overview

This role is located at the European Investment Bank's headquarters in Luxembourg, demanding frequent physical presence onsite. The EIB offers a multicultural, international working atmosphere with relocation assistance. The Health Sector Specialist will join the Projects Directorate's Innovation and Competitiveness Department within the Life Sciences and Health Division. This full-time role, graded at level 5, involves a two-year contract and panel interviews scheduled for late September 2026.

About the EIB and the Division

The European Investment Bank acts as the European Union's bank, with the Project Directorate providing expert advice on sector policies and project quality for investments. Staffed by specialists across various domains, the Life Sciences and Health Division focuses on health, pharmaceuticals, diagnostics, medical devices, and life sciences industries. The division supports the Bank’s strategic priorities such as climate action, digitalization, social infrastructure, and global high-impact investments, predominantly within EU territories.

Key Responsibilities

• Evaluate health sector projects' strategic, technical, economic, and sustainability aspects, producing comprehensive appraisal reports.
• Monitor project implementation through completion, offering hands-on support to ensure effective use of funds.
• Apply EIB standards concerning climate, environmental, social, and procurement governance.
• Provide tailored technical assistance to project promoters.
• Support evaluations of projects involving health elements across divisions.
• Contribute to strategic sector activities, policy developments, and produce sector updates and briefings.
• Collaborate across Bank directorates and external authorities to align investments with health and innovation goals.
• Travel occasionally (typically 2–4 days) within and outside the EU for project assessment.

Qualifications

• University degree equivalent to a Bachelor in medical, economics, technical, or related fields; a Master’s or higher in health economics, management, engineering, public health or similar is advantageous.
• At least 5 years, preferably 8 to 12 years, of relevant health sector experience, particularly involving major projects in multiple countries, including low and middle-income nations.
• Strong familiarity with health systems policies, financing mechanisms, recent EU/global trends, and health investment economics such as returns and net present value.
• Proven experience delivering advisory or technical assistance services, preferably within consultancies, corporates, research institutes, or financial entities.
• Excellent written communication skills to produce clear, targeted reports and policy documents for diverse audiences.
• Proficiency in English is required; good command of French is highly desirable.

• Professional background in health sectors of low- and middle-income countries.
• Knowledge of additional European Union languages is beneficial.
