Job description
Position Overview
The Ministry of the Solicitor General invites passionate health care leaders to apply for two permanent Health Care Manager roles located at the Central East Correctional Centre (CECC) in Lindsay and the Ottawa-Carleton Detention Centre (OCDC) in Ottawa, Ontario. These key leadership positions involve overseeing and improving health care services delivered within correctional facilities, supporting vulnerable populations, and managing multidisciplinary teams in dynamic and complex settings.
Key Responsibilities
- Lead the planning, coordination, and evaluation of nursing, medical, pharmaceutical, and specialized treatment programs in secure correctional institutions.
- Provide inclusive leadership to multidisciplinary teams, including staffing management, performance oversight, coaching, and workforce planning to maintain high-quality care delivery.
- Ensure compliance with clinical quality, safety standards, relevant legislation, professional guidelines, ministry policies, and correctional health protocols.
- Oversee health care operations encompassing budgeting, financial control, medication administration, medical supplies, and reporting.
- Offer expert clinical and operational guidance to senior leadership on health care concerns, risk management, continuity planning, and emerging trends affecting service provision.
- Coordinate specialized health services and referrals such as diagnostic testing, mental health support, hospital transfers, and external provider engagement supporting inmate care needs.
- Analyze health-related data and trends to identify risks and service gaps, developing recommendations to enhance program effectiveness and operational quality.
- Engage with internal and external stakeholders by handling Freedom of Information requests, collaborating with oversight bodies, and liaising with hospitals, community organizations, and professional associations.
About the Facilities
Central East Correctional Centre (CECC): Located in Lindsay, CECC is one of Ontario's largest correctional institutions undergoing significant transformation in health care delivery. The facility offers a leadership environment committed to fostering teamwork, accountability, and continuous improvement.
Ottawa-Carleton Detention Centre (OCDC): Situated in Ottawa, the OCDC is a fast-paced facility serving a diverse population with close ties to health care and community partners. The role demands strong stakeholder relationship management, employee and labour relations expertise, and the ability to lead operational and clinical innovation.
Qualifications
- Must be a Registered Nurse in good standing with the College of Nurses of Ontario.

- Salary range: $92,920 to $135,056 per annum
