Role Overview

Under the leadership of the Deputy Director, you will guide a proactive team dedicated to developing science and technology partnerships to enhance public safety and security in Singapore. As the leader of a regional team within the Country Engagement Group (CEG), you will collaborate with a spectrum of partners locally and globally across government, industry, innovation, and academic sectors. Your goal is to secure access to advanced technologies and co-create pioneering engineering, digital, and scientific solutions that address Home Team operational challenges.

Key Responsibilities

• Assist the Deputy Director in cultivating strategic alliances with science and technology partners from government bodies, industries, and academic institutions to foster mutual learning, collaboration, and build reliable networks.
• Lead and manage a regional country team to craft and execute targeted country-specific strategies aligned with HTX’s priorities in public safety technology development, coordinating closely with various internal HTX divisions and the Ministry of Home Affairs headquarters.
• Collaborate with HTX’s subsidiary, TechX Ventures/Hatch, to identify and accelerate promising innovations and dual-use startup technologies that benefit the Home Team.
• Plan and manage strategic engagement activities such as steering committee meetings, executive networking sessions, exploratory workshops, and technology seminars to strengthen partnerships.
• Oversee the preparation and coordination of Senior Management’s international visits within the regional scope, including developing trip assessments, agendas, delegations, and briefing materials.
• Work with the Framework Governance & Development team to advance strategic science and technology interests via formal collaboration frameworks like MOUs and agreements.
• Continuously monitor science and technology trends within the region and globally to identify and leverage partnership opportunities aligned with HTX and Ministry of Home Affairs objectives.

Candidate Profile

• Holds tertiary qualifications preferably in Engineering, Sciences, Technology, Business, or Innovation/Technology Management related fields.
• Possesses 5 to 7 years of pertinent experience in science and technology sectors, innovation or project management, international relations, partnerships, business development, or intellectual property management.
• Has prior experience leading a small team of 2 to 3 professionals.
• Demonstrates a successful history in partnership development, business growth, and account management, ideally within technology innovation contexts.
• Experience within the public sector is considered an advantage.
• Exhibits excellent organizational abilities and competence in managing multiple tasks simultaneously with efficiency.
• Strong interpersonal and relationship-building skills across diverse levels and cultures.
• Open-minded with an ability to revise viewpoints and ideas based on new information or differing perspectives.
• Adaptable, comfortable with ambiguity and change.
• A proactive problem solver who seeks practical and innovative solutions.
• Shows a strong interest and engagement with science and technology fields.
• Willing and able to travel internationally as required.

Additional Information

All hires are initially offered a two-year contract, with performance assessments determining consideration for permanent employment.
