Mission and Role Overview

This position entails supporting the processing and administration of facility and personnel security clearances, overseeing visit certifications, and conducting security education and training initiatives. The Facility Security Officer (FSO) must demonstrate expertise in security-related databases including DISS, eApp, NISS, NBIS, ACCS, SWFT, and Scattered Castles. Providing strategic counsel and guidance on security matters such as insider threat management, security investigations, and clearance procedures is also essential. This role additionally acts as the Insider Threat Senior Official.

The arrangement is part-time and fully remote, requiring approximately 15-20 hours of commitment weekly.

Key Responsibilities

  • Maintain personal security training and relevant certifications.
  • Conduct training and orientation on security policies and regulations for employees to meet federal and client standards.
  • Provide security briefings and debriefings for cleared personnel, including periodic updates on foreign travel protocols.
  • Securely manage personnel security documentation and records.
  • Ensure adherence to 32CFR Part 117 - NISPOM guidelines and any contract-specific security protocols, while staying current with regulatory changes.
  • Prepare and submit Sensitive Compartmented Information (SCI) nomination packages using Form 4311, ACCS, and other client systems.
  • Foster and maintain effective working relationships with governmental agencies and client security offices.
  • Oversee and ensure successful annual security inspections for government compliance.
  • Handle all aspects of security transactions including clearance processing, SF86 and eApp completion, NBIS, fingerprinting, DISS management, DD254 documentation, among others.
  • Collaborate with Contract Departments to guarantee fulfillment of security obligations for prime and subcontractors, including the management of DD254s.
  • Perform security self-audits, apply risk mitigation strategies, support customer assessments, and implement prescribed security measures.

Required Qualifications and Expertise

  • Active Top Secret security clearance.
  • Facility Security Officer certification.
  • Minimum of five years’ experience in security roles, with at least three years dedicated as an FSO or CSSO supporting DoD or Intelligence Community programs.
  • Proficient knowledge of government clearance processes and extensive familiarity with NISS, SWFT, ACCS, NBIS, eApp, DISS, and Scattered Castles systems.
  • Demonstrated competence in interpreting and applying 32CFR Part 117 - NISPOM regulations.
  • Experience utilizing Form 4311 for clearance procedures.
  • Ability to work autonomously and collaboratively within teams.
  • Proficiency with Microsoft Teams, Word, Excel, and PowerPoint.
