About the Role
NTU International is preparing a proposal for the European Union funded project "Technical Assistance to the Energy Transition Support Program in Benin (ATE)", which aims to strengthen private sector involvement in financing investments related to energy access, renewable energies, and energy efficiency. The program also supports creating a favorable environment for private investments and public-private partnerships (PPP) in Benin's energy sector. NTU International is seeking an Expert Senior PPP / Private Sector Participation Specialist to facilitate the development of private investments, PPP mechanisms, and financing schemes in the energy sector of Benin.
Key Responsibilities
- Support the structuring and development of public-private partnerships within the energy sector;
- Provide technical assistance on private sector participation mechanisms in energy and electrification projects;
- Contribute to identifying, preparing, and structuring bankable energy projects;
- Assist in developing sustainable financing mechanisms for renewable energy and energy efficiency;
- Advise public institutions on PPP models, contractual frameworks, and risk-sharing mechanisms;
- Support initiatives promoting private investment in mini-grids, off-grid systems, and energy infrastructure;
- Participate in financial, economic, and institutional analyses of energy projects;
- Facilitate dialogue with investors, financial institutions, and technical and financial partners;
- Prepare technical notes, feasibility studies, strategic recommendations, and PPP structuring documents;
- Engage in capacity building activities related to private financing and energy PPPs.
Required Qualifications
- Master’s degree (equivalent to BAC+5) in economics, finance, energy, project management, engineering, public administration, or a relevant field;
- At least 10 years of general experience in PPPs, infrastructure financing, or private sector development;
- Proven experience in energy infrastructure or public utility projects;
- Experience working on projects funded by the European Union, World Bank, AfDB, IFC, EIB, AFD, or other international donors;
- Minimum 7 years of specific experience in PPP structuring or financing energy projects;
- Demonstrated expertise in private investments related to renewable energy, electrification, or energy efficiency;
- Strong knowledge of financial models, green financing mechanisms, and PPP frameworks;
- Experience preparing bankable projects and risk analyses is a significant advantage;
- Preferred regional experience in Sub-Saharan Africa, especially West Africa, with added value for experience in Benin or ECOWAS;
- Fluent in French (oral and written at C1 level minimum); professional proficiency in English is desirable.
