About the Role
The Public Service Commission (PSC), established in 1951 as an autonomous state body, oversees the appointment, promotion, transfer, dismissal and disciplinary governance of public officers. The PSC Secretariat supports these functions by developing conduct and discipline policies to uphold exemplary behaviour and integrity among officers. Additionally, the Secretariat manages the non-statutory function of awarding PSC scholarships to undergraduate and postgraduate students, aiding talent acquisition and nurturing future public service leaders.

Key Responsibilities
- Develop and periodically revise Conduct and Discipline policies and procedures to adapt to evolving public service requirements.
- Advise Ministries and Statutory Boards on implementing discipline policies; create clear communication tools like infographics and handbooks to support understanding and capability in executing conduct-related guidelines.
- Build specialized knowledge in pertinent laws, regulations, and frameworks; keep informed of best practices externally to enhance Public Service application.
- Lead enhancements of HR systems related to discipline by consulting with users, defining system requirements, and collaborating with engineers to align functionalities with policy and user needs.
- Assess and monitor discipline matters requiring PSC oversight, ensuring transparent and efficient case management.
- Draft discipline approval documentation and secure timely decisions from appropriate authorities.
Candidate Profile
- Demonstrates integrity, values collaboration, and strives for exceptional service delivery.
- Capable of designing and implementing just and transparent frameworks and initiatives that uphold Public Service values and codes; familiarity with Singapore legislation is beneficial.
- Exhibits strong analytical and critical thinking to evaluate diverse information sources, solve problems effectively, and recommend well-aligned solutions.
- Skilled in stakeholder engagement to solicit input, identify gaps, and co-develop solutions; excellent written and interpersonal communication skills for influencing stakeholders.
- Proficient in planning and analysis, utilizing data and research to derive insightful conclusions.
- Experience in HR policy formulation or HR system projects is advantageous.
- Intellectually inquisitive, comfortable with challenging norms and navigating ambiguity.
- Self-reliant, exercises discretion and maturity in managing confidential matters.
Additional Information
Candidates will typically be informed about shortlisting outcomes within four weeks after the closing date. Successful applicants will initially receive a two-year employment contract.
