Overview
Join Parsons as an Executive Director leading strategic and executive oversight for a premier luxury hospitality and entertainment development in Qatar. This landmark entertainment hub anticipates drawing millions with its diverse and immersive offerings.
Role Summary
You will act as Parsons' primary executive liaison to the Client and other senior stakeholders, steering the construction supervision consultancy through all phases, including construction, commissioning, handover, and the Defects Liability Period. Your governance and commercial oversight will ensure quality, schedule adherence, safety, regulatory compliance, and operational readiness aligned with client expectations.
Key Responsibilities
- Direct executive leadership for the site supervision consultancy commission.
- Serve as Parsons’ top executive representative to the client’s leadership and stakeholders.
- Offer strategic guidance and executive backing to the Project Director and senior supervisory team.
- Oversee contract administration ensuring contractor compliance with documents, drawings, specs, codes, and project criteria.
- Monitor project progress, quality, health & safety, commercial matters, testing & commissioning, and handover phases.
- Lead high-level meetings with clients, developers, contractors, authorities, and operators.
- Review and approve major project decisions including recovery plans, contractual claims, variations, and commercial issues requiring executive input.
- Facilitate prompt resolution of construction, contractual, technical, and stakeholder challenges.
- Provide oversight at critical milestones such as site mobilization, major construction phases, commissioning, completion, and Defects Liability Period.
- Champion proactive risk management, issue escalation, and effective mitigation.
- Encourage cooperation among client, contractor, designers, authorities, operators, and Parsons’ team to secure successful project delivery.
- Ensure adherence to international best practices, Parsons governance, Qatari regulations, and contract requirements.
Qualifications & Experience
- Bachelor’s degree in Engineering, Architecture, Construction Management or related field; Master’s preferred.
- Professional certifications such as PMP, MRICS, PE, CEng or equivalent preferred.
- At least 20 years leading major hospitality, destination, or mixed-use developments.
- Proven leadership of large multidisciplinary construction supervision teams.
- Experience representing clients or consultants in large international building projects.
- Expertise with luxury hospitality, integrated resorts, theme parks, or entertainment venues highly desired.
- Prior experience working within the GCC region is advantageous.
Skills & Competencies
- Expertise in executive leadership, construction supervision, contract administration, and governance for large hospitality and mixed-use projects.
- In-depth understanding of construction delivery phases including quality assurance, testing & commissioning, handover, and Defects Liability Period.
- Advanced knowledge of construction contracts, commercial management, claims, risk mitigation, and contractor oversight.
- Strong ability to lead diverse teams including engineers, inspectors, and contractors across complex construction environments.
- Comprehensive familiarity with construction quality systems, HSE standards, regulatory compliance, and industry best practices.
- Exceptional communication, negotiation, and stakeholder engagement skills at the executive level.
- Analytical and problem-solving aptitude for addressing complex project and contractual issues strategically.
- Leadership skills to foster collaboration, accountability, and excellence in delivery across multiple organizations.
