About the Role
The Director, Service Reform and Design reports to the Executive Director, Children and Families Service Transformation and is responsible for leading the detailed reform and design work needed to ensure the department and funded service providers can gain the full value of technology improvements. The role focuses on changing how services are delivered and managed across child protection, out-of-home care, child and family services, family violence and sexual assault services, disability services for clients with complex needs, and youth justice.
This is a unique leadership opportunity at the centre of one of Victoria’s major social services technology initiatives. The appointed leader will work closely with frontline practitioners, operational leaders, system leaders, clients, and technology partners to shape practical and innovative solutions that improve outcomes for people using services.
Key Accountabilities
- With guidance from the Executive Director, Service Transformation, drive the design and delivery of meaningful service reform across child protection and care services, child and family services, family violence, and youth justice. This includes giving advice, influencing decisions within your authority, and managing situations where there may be uncertainty or resistance to change. You will also ensure the program stays focused on genuine transformation rather than technology change alone, with business process redesign and practice change treated as essential to achieving results.
- Help maintain strong program governance arrangements by supporting the Executive Director, Service Transformation. This includes overseeing position papers and recommendations prepared for the Business Design Authority, making sure practice design decisions are genuinely transformative and aligned with the accountable operational area’s design authority, and ensuring agreed turnaround commitments are met.
- Build and maintain the internal and cross-agency relationships needed for the program to function effectively, both within the department and with central agencies and other partner departments.
