Job description
Position Overview
This reposted management-service role is centered on leading the Office of Eligibility Services within Maryland’s Health Care Financing and Medicaid Administration. The position exists to make sure residents receive timely, precise eligibility support across Medicaid, the Maryland Children’s Health Insurance Program, and related Medical Assistance programs.
The director oversees eligibility operations, systems, rules, policy, and staff. The role also drives process improvements, supports operational performance, and helps ensure that enrollment and renewal activities are handled effectively for Marylanders.
Key Duties
You will guide the development, rollout, and upkeep of eligibility operations, regulations, and policy under the Code of Maryland Regulations. The role includes building and delivering statewide training and technical assistance for eligibility caseworkers across the Maryland Department of Health, local health departments, the Department of Human Services, and the Maryland Health Benefit Exchange.
Additional responsibilities include safeguarding the integrity and accuracy of the master eligibility file, supporting the Medicare Part B Buy-In program, handling issuance of Medical Assistance ID cards and related customer service processes, and overseeing eligibility decisions for specialized programs such as Home and Community-Based Services waivers. You will also lead operational changes intended to improve efficiency, accuracy, and member satisfaction.
As part of functional leadership, you will supervise and develop OES staff, coordinate with state and federal partners on eligibility operations and recipient concerns, provide legislative testimony, and support executive decisions with operational data and analysis. The position also involves working with CMS and internal technical bodies, including the Medical Assistance Advisory Committee and the MCO rate setting workgroup, to keep eligibility processes aligned with broader program objectives.
Minimum Qualifications
Candidates must hold a bachelor’s degree from an accredited college or university and have at least six years of experience in large-scale program administration, operations, or change management, ideally in health care, Medicaid, or eligibility programs. At least three of those years must be in a supervisory or management capacity, and that leadership experience should include guiding complex, organization-wide operational or change efforts in health care administration, government program operations, or eligibility systems management.
Experience with Medicaid programs, Medical Assistance eligibility determinations, or related policy and regulatory frameworks is strongly preferred. A master’s degree may replace one year of general experience, and a doctorate may replace two years of general experience.
Preferred Experience
The ideal candidate will bring substantial experience running large-scale eligibility or public benefits operations, especially in Medicaid, health coverage, or human services settings. Strong candidates will also have a record of managing staff, workflows, performance, and service delivery systems.
Helpful background includes improving customer service processes, understanding how eligibility policy is implemented operationally, coordinating with multiple agencies or vendors, leading training and workforce development efforts, using data and performance measures to improve operations, and working within federal and state Medicaid compliance and quality requirements.
