Director of Laboratories Administration - Program Manager Senior IV

Introduction

This vital leadership role entails executive and scientific oversight of the Maryland Public Health Laboratories Administration, a nationally recognized center. The Director manages operational, scientific, and administrative functions of the State Public Health Laboratory, assuring compliance with federal and state standards such as COMAR and CLIA. The laboratory provides critical, accurate scientific data essential for disease prevention, environmental safety, and emergency responses. Maryland's laboratory system includes a main laboratory in Baltimore and two additional regional labs specializing in environmental testing, supported by an annual budget of $60 million and over 200 staff members.

Role Responsibilities

• Ensure availability of appropriate testing, modern technology, excellent customer service, and technical support to strengthen public health programs.
• Lead the planning, implementation, and evaluation of new or updated laboratory procedures and testing technologies.
• Maintain federal certifications adhering to the Clinical Laboratory Improvement Amendments (CLIA) and other legal regulations.
• Ensure laboratory compliance with federally mandated testing standards and oversee laboratory improvement initiatives.
• Develop, enforce, and assess laboratory policies, strategic goals, and objectives to align with state, federal, and regulatory requirements.
• Manage staff, budget, and resources effectively to uphold high quality laboratory services that meet stakeholder needs cost-efficiently.
• Coordinate the state laboratory response network to deliver rapid laboratory support for bioterrorism, infectious disease outbreaks, and other public health emergencies, integrating preparedness and response efforts.
• Offer expert consultation on public health laboratory practices and scientific matters to health department personnel, state and federal agencies, and professional organizations.

Qualifications

• Earned doctoral degree in chemical, biological, clinical or medical laboratory sciences, or medical technology from an accredited institution; alternatively, a doctoral degree with at least 16 semester hours of related coursework or an approved thesis/research project pertaining to laboratory testing relevant to human health assessment or disease.
• Certified by a Health and Human Services-approved board, with certification maintained throughout employment.
• Minimum of two years combined laboratory training or experience plus experience supervising or directing high-complexity testing.
• Completed at least 20 continuing education credit hours focused on laboratory director responsibilities under regulation 493.1445.
• Certification proof must be submitted with the application.
