About the Role
Join a pioneering investment firm focusing on Shariah-compliant financing and investment management solutions as the Chief Executive Officer. This role centers on leading and expanding the underserved bespoke arranging market for Shariah-compliant debt products such as RECCs and sukuk within the SAR 30-100 million transaction range.
Key Responsibilities
- Drive the origination and successful closure of arrangement mandates.
- Develop and nurture relationships with institutional investors.
- Present fund allocation and arrangement proposals to stakeholders.
- Position the firm competitively against players like Sukuk Capital and Tarmeez, leveraging market intelligence.
- Oversee product and instrument design ensuring Shariah compliance and explore opportunities beyond established products.
- Maintain the Capital Market Authority (CMA) license, progressing from Preliminary Arranging to Full License.
- Manage regulatory reporting and ensure adherence to compliance schedules.
- Chair both the investment and credit committees.
- Authorize all transaction approvals and establish risk appetite thresholds.
- Establish and enforce control environments, including SOPs, duty segregation, and financial controls.
- Supervise audit and compliance activities.
- Lead financial planning, forecasting, and investor reporting processes.
- Manage equity raising events and maintain the cap table.
- Recruit, onboard, and retain a top-tier arranging and operations team.
- Foster a culture driven by performance and accountability.
Qualifications and Experience
- Over 10 years of experience in capital markets, investment banking, or Islamic finance, especially in sukuk, RECCs, or structured finance.
- Track record of founding, scaling, or managing P&L in financial services platforms, demonstrating growth in assets under management or revenue.
- In-depth knowledge of Saudi regulatory frameworks including CMA, SAMA, and Saudi Labor Law.
- Expertise in Shariah compliance processes and collaboration with Shariah advisors for compliant product design.
- A well-established network and proven credibility with institutional investors such as wealth managers and family offices.
- Possession of CME-1 and/or CME-5 certifications is advantageous.
- Fluent in both written and spoken English and Arabic.
