Role Overview

The Strategic Resourcing team within the Strategy, Policy and Resourcing (SPR) Division plays a pivotal role in steering digital transformation initiatives across the whole-of-government (WOG) by overseeing strategic resource allocation and funding decisions. This position involves significant responsibility in prioritising and managing the distribution of central Information and Communications Technology & Smart Systems (ICT&SS) budgets and manpower to support critical WOG digital projects.

Key Responsibilities

  • Formulate and execute comprehensive WOG resourcing prioritisation and policy frameworks that facilitate support for important digital priorities while managing competing needs.
  • Assess and provide well-informed recommendations on proposals for the WOG Central Digitalisation Budget, collaborating closely with the Ministry of Finance (MOF) and technical experts to aid agencies in scaling digital solutions and enhancing capabilities.
  • Review and advise on submissions for the WOG Initiation Budget aimed at promoting innovation and mitigating risks associated with emerging digital products and technologies.
  • Manage the coordination and administration of resourcing rounds to ensure timely and high-quality evaluation processes that consider impact, strategic relevance, and quality.
  • Track and analyze the outcomes of funded digital initiatives to guide future investments, identify scaling opportunities, and suggest corrective actions when necessary.
  • Drive continuous enhancements to funding processes to improve efficiency and operational effectiveness.
  • Devise resourcing strategies that empower GovTech to lead WOG digital transformation efforts effectively.
  • Establish and nurture productive relationships with key stakeholders including SNDG divisions, GovTech units, MOF, and various WOG agencies.

Required Qualifications and Experience

  • Educational background in finance, economics, computer science, engineering, public policy, or related fields, or equivalent relevant experience.
  • Minimum of two years' experience in areas such as strategic finance, resource management, venture capital, private equity, or digital product development is preferred.
  • Proven analytical and critical thinking skills alongside strong writing capabilities.
  • Excellent communication and interpersonal skills that facilitate building relationships and identifying shared interests among diverse stakeholders.
  • Demonstrated interest in technology with a commitment to staying abreast of emerging trends; technical expertise or experience with digital products is advantageous but not mandatory.
