About the Role
The Smart Nation Group - Digital Government (SNDG), part of the Ministry of Digital Development and Information (MDDI) in Singapore, is leading the government’s digital transformation efforts. Our mission is to realize a Digital Government that is genuinely digital at its core and offers citizen-centric, secure, and resilient services. We focus on establishing enduring digital capabilities, encouraging innovation across government agencies, and promoting user-friendly digital services.
Within SNDG, the Government Data Division (GDD) plays a vital strategic role in advancing exemplary data governance across the public sector. The division’s key mandates include developing and executing whole-of-government data policies that direct the strategic handling, sharing, and use of data as a national asset. Additionally, the GDD drives initiatives to enhance inter-agency data exchange and the sharing of government data with commercial partners and the public. Strengthening data governance by setting responsible data use policies and institutionalizing structures and standardized tools across government agencies is also part of its responsibilities.
Key Responsibilities
- Develop and roll out comprehensive data policies across government sectors which include governance frameworks, data sharing, classification, personal data protection, and supporting legislative structures.
- Engage and collaborate closely with various government agencies to comprehend their use cases and governance environments, providing policy guidance and arbitrating competing interests when necessary.
- Lead the design and delivery of the evolving government data ecosystem, fostering enhanced data sharing and utilization across government to empower agencies in policy formulation, operations, and service delivery with strong governance safeguards.
- Conceptualize the data ecosystem from a value chain perspective, defining how components interconnect to facilitate data sharing and responsible usage.
- Establish system-level agency roles and responsibilities within the broader government data value chain framework.
- Build capabilities for effective ecosystem implementation by setting up centers of excellence, defining funding principles, and managing resource distribution.
- Collaborate with the Government Technology Agency to align technological infrastructure and data products with policy objectives, integrating policy formulation with technology execution.
Candidate Profile and Requirements
- Educational background in fields such as Public Policy, Information or Computer Science, Data Analytics or Statistics, Law, Business, Engineering, or related disciplines.
- Relevant experience or eagerness to grow expertise in one or more of the following areas: policy and strategic ecosystem development, data governance and management, or regulatory compliance including data privacy and protection.
- Proven or developing experience in policy creation and data ecosystem advancement.
- Technical understanding of data management concepts is advantageous.
- Strong holistic systems awareness with the ability to perceive the broader context from multiple agency perspectives.
- Excellent communication and interpersonal skills for building consensus among diverse stakeholders both inside and outside government.
- Resourceful, proactive, and innovative, with the ability to devise creative solutions to meet objectives.
- Strong analytical mindset with a penchant for thinking beyond conventional approaches.
- Outstanding written communication capabilities.
