About the Role

The Government Data Division (GDD) within the Smart Nation Group - Digital Government (SNDG) serves a pivotal role in establishing robust data governance practices across Singapore's public sector. GDD formulates and enforces whole-of-government data policies to strategically manage, share, and leverage data as a national asset. The division also leads innovation in enhancing data exchange mechanisms within government agencies and with external commercial partners and the public. Additionally, GDD fortifies data governance by crafting responsible data use policies and standardizing governance capabilities, structures, and tools government-wide.

As a member of this team in the capacity of Capability Manager, Senior Manager, or Assistant Director, you will be instrumental in updating strategies, driving policy development for capability advancement, and spearheading impactful initiatives to enhance public sector data governance. Particularly at the Assistant Director level, leadership and mentoring of team members will be expected.

Key Responsibilities

  • Design and implement capability development programs for the public sector data workforce, including training roadmaps, comprehensive learning initiatives, and content creation.
  • Foster inter-agency collaboration and shared learning through organizing Communities of Practice and other cooperative platforms.
  • Collaborate with agencies to analyze data governance challenges and co-create tailored solutions and best practices for government-wide application.
  • Extract and disseminate exemplary data governance practices from partner agencies to inform broader governmental learning.
  • Develop career advancement pathways by revising competency frameworks and designing structured progression routes to cultivate rewarding public sector data careers.
  • Create and translate capability-building strategies and policies into actionable work plans aligned with the Data Functional Lead role.

Candidate Requirements

  • Proven background in capability development, policy formulation, and strategic planning.
  • Experience in one or more areas such as policy and strategy development, strategic planning, data governance and policy, functional leadership, training and development, organizational or workforce development, capability building, and industry development.
  • Educational qualifications in relevant fields such as public policy, business, law, information/computer science, data analytics/statistics, or engineering.
  • Experience in or alignment with public service values is advantageous.
  • For Assistant Director level, demonstrated experience in leading projects, supervising or mentoring team members, coordinating cross-functional teams, or managing senior stakeholders is preferred.

  • Expertise in policymaking, strategic planning, capability building, and industry development.
  • Strong systems thinking with the ability to perceive and analyze the broader organizational context.
  • Ability to consider multiple perspectives, especially from various government agencies.
  • Excellent communication and interpersonal skills to build consensus among diverse internal and external stakeholders.
  • Proficiency in collaborating with multidisciplinary teams including IT, legal, and business units.
  • Resourcefulness and proactivity, especially when proposing alternative solutions to meet objectives.
  • Analytical thinking and creativity in problem-solving.
  • Outstanding written communication abilities.
  • Leadership and team guidance capabilities, particularly for Assistant Director candidates.
