Role Overview

The Assistant Director (Skills Insights) at IP Academy will play a key part in advancing intellectual property (IP) capability development in Singapore and neighboring regions. This role contributes to shaping the national IP skills strategy by cultivating a workforce that is future-ready, supporting innovation, business growth, and securing Singapore’s status as a prominent IP hub globally.

Core Duties

  • Conduct comprehensive analyses of current and future IP skills requirements by leveraging labor market data, sector intelligence, and benchmarking against international standards.
  • Detect trends in IP workforce demands, skills shortages, and prioritize capability-building efforts across various industries.
  • Transform verified skills needs into actionable programmes, including course development, structured learning pathways, and certification systems tailored to evolving sector demands.
  • Collaborate with curriculum developers, practitioners, and training organizations to align educational offerings with workforce requirements and foster enterprise innovation.
  • Lead initiatives to promote national and regional integration of the Technical Reference Framework for IA/IP Management, building partnerships with industry bodies, companies, service providers, and regional entities.
  • Formulate and implement outreach strategies to boost enrollment in IP certification programmes, engaging both professionals and employers with clear value propositions.
  • Establish continuous feedback loops ensuring programmes stay industry-relevant and responsive to professional development needs.

Required Qualifications and Experience

  • A bachelor's degree in any discipline.
  • A minimum of six years’ experience in skills research, labor market analytics, workforce planning or related capability development sectors. Candidates lacking extensive experience but with relevant projects or short-term exposure are encouraged to apply.
  • Familiarity with IP-related research and innovation ecosystems is advantageous.
  • Strong analytical abilities capable of distilling complex data into persuasive narratives and strategic recommendations.
  • Experience designing programmes or frameworks based on skill and capability needs.
  • Proven skills in stakeholder engagement and collaboration across government, industry, and education partners.
  • A proactive, self-driven mindset with the capability to independently lead projects as well as contribute collaboratively within teams.
  • Detail-oriented and dependable professional approach.
