Job description

Role Overview

IPOS International is looking for a Senior Manager in Human Resources to take ownership of HR operations, payroll and benefits administration, HR governance, and ongoing improvements to HR systems and workflows. Reporting to the Head of Human Resources, this position is focused on keeping core HR services well-controlled, reliable, audit-ready, and aligned with business needs.

HR Policies, Processes and Governance

  • Maintain, review, and roll out HR policies, workflows, and operating processes so they remain clear, consistent, and compliant with applicable requirements.
  • Handle matters related to the Code of Conduct, including staff declarations, work arrangements, business continuity requirements, and other compliance-related HR processes.
  • Advise employees and reporting officers on HR operations topics and translate policy requirements into practical day-to-day application.

HR Operations and Employee Lifecycle Administration

  • Oversee HR activities across the full employee journey, including onboarding, confirmation, promotion processing, novation, secondment, transfers, and exit administration.
  • Ensure HR documents, records, and workflow tracking are accurate, updated promptly, and maintained for business continuity and audit use.
  • Coach and support the team in providing responsive, accurate, and service-focused HR assistance to both management and staff.

Payroll, Benefits and Vendor Management

  • Manage monthly payroll, benefits administration, statutory submissions, and related payments while ensuring timeliness, accuracy, and compliance with MOM, CPF, IRAS, and other relevant rules.
  • Oversee payroll and HR service vendors, including service quality, issue handling, control measures, service expectations, and contract follow-up.
  • Administer calculations for merit increments, bonuses, allowances, and other payroll-linked payments.

Audit, Controls and Risk Management

  • Drive preparation for internal and external HR audits, including coordination with stakeholders, submission of records, and response to audit queries.
  • Keep HR documentation, processes, user access, and control mechanisms ready for audit and aligned with governance standards.
  • Monitor audit issues and carry out corrective actions quickly, including strengthening controls to avoid repeat findings.

Manpower Budgeting

  • Lead manpower planning, HR department budgeting, reforecasting, and related tracking activities.
  • Prepare HR reports, manpower data, and analysis to support management decisions, workforce planning, and governance reporting.

HR System and Process Improvement

  • Act as the system lead for HR system administration, enhancements, and HR operations workflows.
  • Partner with vendors and internal stakeholders to resolve system issues, improve data quality, and enhance the user experience.
  • Identify ways to simplify HR processes, reduce manual effort, and improve the efficiency, reliability, and scalability of HR operations.

Requirements

  • A bachelor’s degree, ideally in Business Administration, Human Resources, or a related field.
  • At least 8 years of relevant HR experience, with prior supervisory responsibility.
  • Good knowledge of Singapore employment laws and statutory requirements, including MOM, CPF, and IRAS guidelines.
  • Practical experience managing payroll operations, benefits administration, employee lifecycle processes, and HR records.
  • Experience working with outsourced payroll or HR service providers, including service standards, issue resolution, and process controls.
  • Exposure to internal or external audits, governance reviews, risk controls, and follow-up on corrective actions.
  • Experience with HR information systems, including administration, process improvement, or implementation of HR modules.
  • Strong analytical ability and advanced working knowledge of Microsoft Office, especially Excel.
  • Excellent communication and interpersonal skills, with the ability to engage stakeholders and explain HR processes clearly.
  • Careful, discreet, and professional when handling sensitive information.
  • Experience in the public sector and in aligning subsidiary HR practices with parent company requirements is an advantage.
  • Able to work under pressure and manage multiple operational priorities in a fast-moving environment.
